GS-12 Administrative Officer
The incumbent serves as an Administrative Officer for any one of the Counsel Area Offices and all other Counsel field offices in the geographic area. Responsible for providing advice and assistance to the Area Manager on a wide range of management and administrative matters.
Budget and Fiscal Activities



Responsible to the F & M Area Manager for the development of the annual financial plan by determining fund requirements and preparing budget estimates and supporting data for presentation by the F & M Area Manager.

Administers the approved Plan, being responsible for the submission of monthly financial status reports to the Financial Management Division.

Conducts a continuous analysis of the Plan advising on increases or decreases and amounts involved and develops appropriate justifications.

Develops and reviews budgetary control system to meet needs of the Office.

Interprets budgetary data and prepares reports of analyses, conclusions, and recommendations for the F & M Area Manager's information.

Conducts surveys to determine where costs can be reduced.

Evaluates requests for expenditure of funds and exercises delegated authority to obligate (or refuse to obligate) funds.


Personnel Management Administration



Interviews clerical applicants, checks qualifications and determines suitability and eligibility for positions in the Office.

Prepares and signs for the F & M Area Manager, and submits personnel documents to servicing personnel office.

Responsible for the mechanical aspects of the performance rating system, advises employees relative to performance rating system, and reviews rating of clerical employees.

Responsible for keeping F & M Area Manager advised of eligibility for promotion of all personnel.

Assists in orientation of attorney and clerical personnel.

Responsible for preparation of clerical position descriptions, and recommending action on both attorney and clerical position descriptions.

Maintains attorney probationary records and provides advice on same to F & M Area Manager.

Responsible for controlling and/or advising on such matters as Pay and Leave, Employee training and development; Employee Relations and service; Disciplinary actions; Records and reports; and Incentive Awards Coordinator for developing and evaluating the local awards programs.


Facilities Management



Responsible for the management of property and supply, communications, space, library records, reproductions services, and all activities pertaining to the housing and servicing of the Area office.

Responsible for determining the needs for new equipment and for the procurement thereof within the limits of funds available and subject to the approval of the F & M Area Manger.

Responsible for Records Management function within the F & M Area Manager's office and for coordinating it with IRS's Area Facilities Management Branch.

Responsible for management of the Library, which includes: Maintenance of records; Requisition of new and continuing material; and consulting with operating official's concerning needs and keeping material current.


Special Assignments



Develops and implements procedures necessary to ensure effective fiscal, personnel, and facilities management, which includes preparing written directives or instructions. Conducts studies and performs analyses as the need is perceived. Advises key officials all important administrative matters, and assists in formulation of policy, procedures and methods of implementation. Maintains liaison with IRS officials and with the various components of the Chief Counsel's National Office Financial Management Division.

Performs complete management, organization, workload and other staff studies, and presents both written and oral recommendations to the F & M Area Manager, and implements National and Area Programs requiring the Area Office's participation which are applicable to administrative matters by preparing written instructions and dissemination of information.

Visits other field offices to observe administrate practices, make surveys of space and equipment, and evaluate personnel assignment practices, and discuss problem areas and possible solutions as appropriate.


Supervisory Responsibilities



Supervises subordinate employees working in the functional areas of budget administration, procurement/supply administration, space/facility management, travel administration, personnel administration and management information/automation. Also exercises full (first line) supervisory authority over the office managers located in Counsel Office?s throughout the geographical area.


GS-13 Administrative Officer
The incumbent serves as an Administrative Officer for any one of the Counsel Area Offices and all other Counsel Field offices in the geographical area. Responsible for providing analytical and staff expertise in connection with both financial and human resources. Serves as advisor to the Area Manager in all areas of administrative operations including budget management, personnel, automation, and other related activities. Directs the continuing evaluation of program effectiveness and administrative systems to assure that timely and appropriate measures are taken when deficiencies are brought to light or when modifications are required because of shifts in program emphasis.
Budget and Financial Management



Serves as the budget expert, responsible for formulating and presenting the area's budget submissions, establishing the F & M Area Manager's budgetary and accounting systems, and analyzing and making recommendations to the area manager as to budget request items submitted. Employees budget analysis, exploration of alternative methods of funding and program tradeoffs.

Manages the execution of the budget process and advises managers as to the best avenue to spend funds and prepares justifications. Evaluates requests for large expenditures of funds and exercises delegated authority to obligate or refuse to obligate funds. Monitors the execution phase of the F & M Area Manager's budget program, ensuring that funds are properly allocated, obligated and spent; recommends redistribution and/or transfer of funds; analyzes and interprets the impact of Chief Counsel policies and decisions on the F & M Area Manager budget.

Manages the implementation of the management of property and supplies, communications, space, library, records, reproduction services and all activities pertaining to the housing and servicing of the Counsel Area Office and all other Counsel Field offices.


Personnel Management and Administration



Serves as the staff advisor on all aspects of the Area's personnel and human resources program. Establishes and coordinates guidelines to implement personnel policy, standards, over-all requirements, special recruiting, etc., for the appointment, training, promotion and classification of personnel.

Advises the Area Manager on complex sensitive issues in the staffing, classification, awards, and employee relations and EEO programs.

Leads meetings and conferences pertaining to all personnel issues under the jurisdiction of the F & M Area Manager's office and acts jointly with the supervisors and managers in reaching decisions which have area-wide impact.

Attends meetings and works with key officials in the IRS's Office and/or National Office concerning major problems areas or new projects which usually have Area-wide impact (e.g., identification of long-and short-range personnel needs of the Area, identifying changes in jobs due to new or rapid, fundamental technological changes, etc.)

Manages the performance evaluation program Area-wide. Makes recommendations on performance ratings and award submissions. Evaluates the performance of Area administrative staff personnel.

Responsible for further development of professional, administrative, and clerical employees through the establishment of an effective training program.


Facilities Management



Manages all activities in space and facilities program Area-wide. Ensures that all of these activities are planned and developed timely and serves as the major resource in determining the most applicable telephone system, space layout, furniture, cabling set-up etc.

Plans, develops, and executes all procurement activities for Counsel. Administers procurement rules, regulations, and policies Area-wide. Determines the needs and sources for equipment, furniture, and property. Plans, develops and executes plans to establish new offices. Reviews Federal contract schedules for purposes of purchasing office acquisition needs through Federal contract procedures. For items that cannot be procured through normal Federal contract procedures, researches and identifies other sources making contacts and securing bids, conducting cost analyses, preparing sole source justifications, comparing specifications and pointing out why services/items must be obtained from a particular company.

Assists with the evaluation of the design and procurement of computer systems, including software, cabling, electricity needed data communication lines and modems. Also, manages and evaluates the design of telephone systems, and analyzes and monitors the usage of LEXIS, WESTLAW legal research systems.

Represents the Area office at meetings with vendors dealing with computer hardware and software systems. Serves as one of the points of contact with respect to Facilities and Budget questions for hardware, software, cabling, and data communications for the Area.


Special Assignments



Plans and conducts studies to evaluate and recommend changes in F & M Area organizational structures, positions and manpower utilization and coordinates all personnel programs and policies with the National Office, and the Area-wide Shared Service Office (AWSS). determines the need for and implements organizational improvements Area-wide.

Develops and administers initial training for all new support staff to ensure that those personnel are fully aware of the Area's administrative processes and the requirements related thereto.

Serves as a member of any ad hoc committees related to all administrative matters related to operation arcas and as such serves in an advisory and consulting capacity to all levels of management in specialized areas of administration. As a result of system and comprehensive studies (either performed or directed by the incumbent) performs consulting services to management. Arrives at and reports judgment, recommends or suggests changes which should be made to improve area programs, processes or functions. Develops new or substantially modified organizational structures, work processes, and manpower or control systems which strongly influence or change the way the subjects studies affect all area office locations.

Develops and maintains proper liaison with key officials of both Counsel and IRS administrate operations.
