SALARY RANGE: 50,541.00 - 78,745.00 USD per year OPEN PERIOD: Monday, November 28, 2005 to Monday, December 12, 2005 SERIES & GRADE: GS-1811-11/12 POSITION INFORMATION: This is a Full-Time Position This is a Permanent Position DUTY LOCATIONS: 1 vacancy - Santa Fe, NM WHO MAY BE CONSIDERED: Open to current Federal employees serving under a career or career- conditional appointment, former Federal employees with reinstatement eligibility, or person eligible for non-competitive appointment under Special Authority. VEOA eligibles (i.e., veterans who are preference eligibles or who have been separated from the armed forces under honorable conditions after completing approximately 3 or more years of continuous active service) may apply. JOB SUMMARY: The Bureau of Land Management (BLM), an agency within the U.S. Department of the Interior, administers 264 million acres of America's public lands located primarily in 12 Western States. The Office of Law Enforcement and Security is the investigative arm of the BLM. Special Agents assigned to the New Mexico State Office and its sub-offices have primary responsibility for investigations within New Mexico, Oklahoma, Texas and Kansas and periodically assist elsewhere in the U.S. as well. This position serves as criminal investigator with interstate responsibility to investigate known or suspected violations of Federal laws and regulations relating to the management, use and development of the public lands and their resources. The incumbent conducts the full range of difficult investigations, individually or as a team leader or member, that are required by laws, rules, regulations, and other administrative functions that are administered by, or are the responsibility of the BLM. As currently organized, this position serves as the criminal investigator of first recourse for BLM investigations for the northern half of New Mexico including the Farmington District, Taos Field Office (including Santa Fe), Albuquerque District, Rio Puerco Field Office, and Socorro Field Office. This position is duty stationed at the New Mexico State Office in Santa Fe, New Mexico in the office of the Special Agent-in- Charge. This position is supervised by the Assistant Special Agent- in-Charge in Albuquerque, New Mexico. NM Merit-2006-0026 Criminal Investigator QUALIFICATIONS REQUIRED: APPLICANTS MUST HAVE DIRECTLY RELATED EDUCATION AND/OR SPECIALIZED EXPERIENCE AS DESCRIBED BELOW. GS-11: Candidates must demonstrate one year of specialized work experience equivalent to at least the GS-09 level in the Federal Service.
GS-11 Education: PH.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.
GS-12: Candidates must have completed one year of specialized work experience equivalent to at least the GS-11 level in the Federal Service.
Specialized experience must clearly illustrate the ability to handle all aspects of the responsibilities of a criminal investigator which include: conducting investigations in violation of Federal laws and regulations relating to the management, use and protection of public lands and resources such as fraud and theft of Federally owned minerals, hazardous materials violations, controlled substance violations, theft, sale and destruction of cultural resources, assault, threat or intimidation of Federal employees, and similar duties.
To qualify for this position, applicants must have 1 year specialized experience at the next lower grade. Specialized experience includes Federal law enforcement investigative experience with a natural resource management agency with multiple resource management responsibility. In other words, investigative law enforcement experience other than urbanized or non natural resource law enforcement jurisdiction. Experience dealing with multi- faceted resources issues from a law enforcement program perspective.
TRAINING PROGRAM COMPLETION: The incumbent MUST satisfactorily complete (within the first year of employment) OR, (have previously completed) the Federal Law Enforcement Training Center (FLETC) Criminal Investigator's School.

MAJOR DUTIES: BackToTop(); The incumbent is required to perform the most difficult and complex law enforcement activities through planning, directing, and independently conducting investigations of persons and/or parties, who are suspected of offenses of the criminal laws of the United States, specifically the U.S. statutes pertaining to the protection of public lands administered by the BLM, Bureau directives, Title 43 and other applicable Code of Federal Regulations (CFR), and other regulations that are issued pursuant thereto.
Conducts the full range of difficult and complex law enforcement activities which involve the most sensitive and discrete handling of cases. Individually, or as a team leader over one or more subordinate investigators, determines and directs the most effective manner for developing and carrying out an investigation. Case handling includes: participating in raids, interviewing witnesses; interrogating suspects; searching for physical evidence and clues; conducting seizures of contraband, equipment and vehicles; securing and serving warrants, making arrests; inspecting records and documents; developing evidence for orderly presentation to the United States Attorney or other legal officers; testifying in court; and preparing detailed reports.
The incumbent must exercise a high degree of initiative and resourcefulness in developing fragmentary evidence, or evidence that leaves much more to be sought in supporting legal charges as alleged. He/She must discern the magnitude of the case and adequately collect, segregate and develop facts that will lead to prosecuting.
