JOB SUMMARY:
The incumbent serves as the Division Commissioner's policy analyst, on the Operating Division Headquarters staff, with responsibility for planning; coordinating; conducting analytical studies and/or projects; and evaluating the Division's administrative and operational programs to assist the Division Commissioner in improving overall organizational effectiveness consistent with broad management goals and efficient utilization of resources. These programs include activities such as strategic program planning, business systems planning, and administrative support functions that are servicewide in scope, and the incumbent's determinations and recommendations directly influence the programs and policies at multiple Internal Revenue Service (IRS) locations. This position is located in Wage and Investment, Strategy and Finance. This position requires some travel. Moving expenses are not authorized for this position. MAJOR DUTIES: BackToTop(); Performs assignments that are agency-wide in scope and have significant impact on issues facing the Division. Examples include participating in Business Reviews of field and headquarter offices, serving on task forces or study groups as the Division Representative to address regional or servicewide issues, or performing independent analyses of regional or servicewide operations. The incumbent must be knowledgeable of the Division Commissioner?s policies and ensure that views are well represented. The incumbent may also represent the Division Commissioner on local Federal executive projects or similar activities. Coordinates cross-functional activities within the Division, including but not limited to development of unit operating plans and/or developing proposed appropriations language in support of new or revised program requirements, Business Plan and Business Review assessments and reports. Assists the Division Commissioner with oversight responsibilities by conducting specific studies and analyses to support operational reviews and to measure achievement of goals and performance expectations, execution of plans, accomplishment of benchmarks, compliance with directives, and effective utilization of resources. Reviews, analyzes, and edits requests submitted by line management affecting resource allocations or Division programs for accuracy in technical treatment, format, adequacy of supporting justification, and conformance with regulatory guidelines. Recommends necessary changes and revisions. Within the limits of policy guidance and instructions, formulates, presents, and executes long-range and/or special assignments for Division program areas to discern trends in program delivery such as effectiveness of incorporating various applications into audit and compliance processes, analysis of consolidated report data to measure effectiveness in meeting baselines, or the degree to which program plans and achievements support strategic initiatives. Serves as the process analysis expert within the Division, and applies skills to local or servicewide issues. Performs follow-up reviews of subordinate operations to monitor and independently report on progress toward implementing local unit and Business Plan action items, Integrity program initiatives, executive expectations, and administrative or operational review corrective actions. Establishes a division-wide framework for using systems management methodologies to understand, manage, and improve work systems. Provides guidance, education, training in quality improvement methodologies. Conducts other confidential or special assignments for the Division Commissioner on a variety of issues concerning the Division?s function for delivery to the Department of Treasury or other higher level offices, or to improve Division operations. Participates in or coordinates annual and/or recurring activities in the Division Commissioner?s office, including but not limited to EEO and diversity related matters, Public Affairs, security, and/or quality initiatives, as well as acts as liaison on Human Resources and Labor-Management Relations matters or issues that come before the Division Commissioner for resolution. Develops proposed policy and procedural guidance for Division-wide use. Drafts analyses which examine the impact and significance of new or revised legislation, policies, procedures, and program requirements on the Division?s operations and resources, and accordingly advises and negotiates acceptance of conflicting issues with management in the formulation of Division-specific policies. Applies and disseminates newly developed or revised polic ies and procedures for use Division-wide. Tracks pending legislation through Congress and prepares written reports or summaries regarding the nature of the legislation for Division planning, as well as responds to inquiries regarding data captured in periodic reviews.
