Salary:Range for GS-5: $30,753 to $39,977 (incl. 20.02% locality pay)
Range for GS-6: $34,280 to $44,563 (incl. 20.02% locality pay)
Range for GS-7: $38,094 to $49,523 (incl. 20.02% locality pay)
APHIS is an emergency response agency.This means that all Agency employees may be asked or assigned to
participate in rotating temporary duty assignments to support
emergency programs at some time during their careers with APHIS.It
is difficult to predict the frequency with which such emergency
situations may occur - and could range from several emergencies in a
year to none over the course of many years.In the event that you
are called upon to support an emergency program, this may require
irregular working hours, including overtime, and may include duties
other than those specified in your official position description.
While some emergency program support assignments may be able to be
performed at the employee's current duty station, in other cases
employees may be asked to go on-site to a temporary duty station
location.In addition, it may be necessary for employees to
participate in multiple rotations to an emergency program
assignment.Attempts will be made to keep disruption to the
employee to a minimum.

QUALIFICATIONS REQUIRED:
To qualify, you must meet all qualification and time-in-grade
requirements within 30 days of the closing date of this announcement.
QUALIFICATION REQUIREMENTS AT THE GS- 5 / 6 / 7 LEVEL: Applicants
must have one year of specialized experience equivalent in level of
difficulty and responsibility to the next lower level in the Federal
service.This experience is typically in, or related to, the work of
the position being filled.
OR
EDUCATION SUBSTITUTION AT THE GS-5 LEVEL:Completion of four years
of education above the high school level in any field for which high
school graduation or the equivalent is the normal prerequisite. This
education must have been obtained in an accredited business,
secretarial or technical school, junior college, college or
university.
OR
COMBINATION OF EDUCATION AND EXPERIENCE AT THE GS-5 LEVEL:A
combination of specialized experience and post-high school education
that totals one year may be used to meet the qualification
requirements.Only education in excess of the first 60 semester
hours (i.e., beyond the second year) is creditable. One full academic
year of study (30 semester hours) beyond the second year is
equivalent to 6 months of specialized experience

MAJOR DUTIES:

The duties described are for the full-performance level.At
developmental grade levels, assignments will be of more limited
scope, performed with less independence and limited complexity.
The incumbent serves as an Assistant to the MIS Center Director of
the United States Department of Agriculture, Marketing and Regulatory
Programs, Animal and Plant Health Inspection Service (APHIS),
Wildlife Services (WS) in Fort Collins, Colorado. The MIS Center
Staff are engaged in design, development, and maintenance of complex
database applications.Staff members evaluate and procure hardware
and software for both multipurpose and application specific needs in
the development of national systems, maintain software licensing,
maintain hardware warranties and maintenance contracts, track
accountable property and provide field support of systems. The MIS
Center provides information and support to USDA and APHIS as well as
WS Regional and State offices on a diversity of issues including
National Environmental Policy Act (NEPA), environmental assessments,
the Government Performance and Results Act (GPRA), and Program
effectiveness.
As an assistant to the Center Director, the incumbent is responsible
for maintaining a very high level of communication, advising the
Center staff, and coordinating and performing the highly diversified
and specialized administrative duties of the office. These
activities relieve the Center Director of administrative details
involved in liaison with staff, other USDA Agencies, other APHIS
programs, WS Headquarters, National Wildlife Research Center,
Regional offices, State offices, and private companies. Such
coordination and liaison duties require a detailed knowledge of the
management and administrative aspects of the Centers' software
design, development and support issues.
The incumbent is responsible for all routine Center administrative
mattes to ensure smooth Center office operations; investigates,
analyses and consolidates information on software licensing issues
and hardware maintenance and warranties.The incumbent serves as the
Information Systems Security Officer for the Center's desktop
applications; maintains software licensing of national systems and
adherence to federal policies on software usage and licensing;
reviews incoming and outgoing administrative memos, policies, and
directives, including APHIS departmental regulations, USDA / APHIS
Bulletins, APHIS Directives, Administrative Notices, and departmental
news letters; advises Center personnel on changes in administrative
procedures, policies, and regulations, especially with regard to all
mandated public policy programs; maintains schedule of administrative
reports; assists with resolution of administrative problems.
The incumbent coordinates Center operational expenditures, reconciles
Center fiscal records; tracks expenditures and funds; assists the
Center Directors in preparation of preliminary and final budget
planning, revisions, and projects plans; assures contractor billings
are proper; resolves discrepancies that arise; must have a general
knowledge of contracting procedures and regulations; devises and
maintains records and files of contracts and cooperative agreements;
handles all routine office matters to ensure smooth office
operations; receives visitors and screens telephone contacts; is
responsible for the MIS office supply management; is responsible for
the MIS library management; gathers and organizes reference and
discussion material into tabbed notebooks; is responsible for
accountable and non accountable personal property, reports transfer
of property; keeps physical inventory current.
The incumbent handles all travel arrangements; prepares travel
authorizations, itineraries, travel vouchers; acts as official
timekeeper and maintains and transmits accurate Time Attendance
records for the Center; processes procurement related documents;
organizes Center activities to ensure compliance with EEO
requirements and other personnel interactions.
