6WS-2008-0084 Information Technology Specialist (Customer Support) QUALIFICATIONS REQUIRED: To qualify, you must meet all qualification and time-in-grade requirements within 30 days of the closing date of this announcement. Basic Eligibility Requirements for GS-7, GS-9, & GS-11 grade levels: Applicants must have 1 year of specialized experience equivalent in level of difficulty and responsibility to the next lower level in the Federal service.This experience is typically in, or related to, the work of the position being filled, such as:planning & delivery of customer support services, including installation, configuration, trouble shooting, customer assistance, and training in response to customer requirements; diagnosing & resolving problems in response to customers; developing customer support policies, procedures & standards; developing & maintaining database problem tracking and resolution; researching, evaluating & providing feedback on problematic trends & patterns in customer support requirements. For GS-7 this may also include experience in the performance of tasks such as: *Translating detailed logical steps developed by others into language codes that computers accept where this required understanding of procedures and limitations appropriate to use of a programming language. *Interviewing subject-matter personnel to get facts regarding work processes, and synthesizing the resulting data into charts showing information flow. *Operating computer consoles where this involved choosing from among various procedures in responding to machine commands or unscheduled halts. *Scheduling the sequence of programs to be processed by computers where alternatives had to be weighed with a view to production efficiency. *Preparing documentation on cost/benefit studies where this involved summarizing the material and organizing it in a logical fashion. Such skills are typically gained in the computer field or through performance of work where the primary concern was the subject matter of the computer application (e.g., supply, personnel, chemical process control), and computer-related efforts were required to facilitate the basic duties. Also, work in management analysis, program analysis, or a comparable field may have provided such skills. OR One full year of graduate education with major study in computer science, info. science, info. systems management, mathematics, statistics, operations research, or engineering, or course work that required the development or adaptation of computer programs and systems and provided knowledge equivalent to a major in the computer field. OR Superior Academic Achievement - To qualify based on superior academic achievement, you must have completed all the requirements for a bachelor's degree from an accredited institution AND meet one of the following criteria: Class Standing:You graduated in the upper third of your graduating class in the college, university, or major subdivision. GPA:You have a grade point average of 3.0 or higher out of a possible 4.0 based on 4 years of education OR based on courses completed during the final two years of the curriculum; or a grade point average of 3.5 or higher out of 4.0 based on the average of the required courses completed in your major field of study OR the required courses in the major field completed during the final 2 years of the curriculum. Membership: in a national scholastic honor society that meets the minimum requirements of the Association of College Honor Societies. Basic Eligibility Requirements for GS-9 grade level:Experience similar to the above GS-7 requirements; PLUS, experience that demonstrated knowledge of computer requirements and techniques in carrying out project assignments consisting of several related tasks, such as typically is the case in development of minor modifications to parts of a system on the basis of detailed specifications provided. The assignments must have shown completion of the following, or the equivalent: *Analysis of the interrelationships of pertinent components of the system; *Planning the sequence of actions necessary to accomplish the assignment; and *Personal responsibility for at least a segment of the overall project. OR Education Substitution for GS-9 grade level: Successful completion of 2 full years of progressively higher level graduate education or Master's or equivalent graduate degree in Major study--computer science, info. science, info. systems management, mathematics, statistics, operations research, or engineering, or course work that required the development or adaptation of computer programs and systems and provided knowledge equivalent to a major in the computer field. Basic Eligibility Requirements for GS-11 grade level:Experience similar to the above GS-7 and GS-9 requirements; PLUS experience that demonstrated accomplishment of computer project assignments that required a range of knowledge of computer requirements and techniques. For example, assignments would show, on the basis of general design criteria provided, experience in developing modifications to parts of a system that required significant revisions in the logic or techniques used in the original development. 6WS-2008-0084 Information Technology Specialist (Customer Support) Additional Duty Location Info:1 vacancy - Nashville, TN MAJOR DUTIES: BackToTop(); The duties described are for the full-performance level.At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity. The incumbent of this position serves as an Information Technology (IT) Specialist for the WS MIS Center with primary IT responsibilities in supporting computer systems for either the Eastern Region or Western Region of Wildlife Services. Travel is required throughout these areas with the possibility of travel to other servicing areas as deemed necessary.The incumbent has technical responsibility for design adaptation, modification, and evaluation of computer systems and programs used in connection with and support of the efforts and mission of the Wildlife Services Program. Additional responsibilities include local and wide area network support, user support, user orientation and the development of computer applications. Whenever outside IT contract work is necessary, the incumbent will write statements of work, set specifications for contracting hardware, software and training needs and oversee contracts on the technical work in his or her designated servicing area. Responsibilities and reference toward contract work in the duties and responsibilities of this position are in effect only when contract / contractors are utilized by the Program. Based on thorough knowledge of computer hardware, software and installations, the incumbent provides technical guidance and assistance to system users; assists MIS Center Director and/or Lead Information Technology (IT) Specialist in determining which hardware and software will best meet the needs of a particular application; has technical oversight and review of IT contract / contractors located within their designated servicing areas. The incumbent is responsible for working with the Senior IT Specialist in maintaining password management for designated service area; maintains the user security information pass codes for the service area, set up user ID's and security levels while assuring proper application of security policies, principles, and practices. Based on familiarity with telecommunications, local area networks, wide area networks and communication protocols, the incumbent monitors, maintains, and troubleshoots networks within their designated servicing area - including all network security requirements. The incumbent assesses IT training needs for personnel in assigned servicing area and coordinates / conducts training; provides training and assistance to new users, explaining the functions of hardware and peripherals, operating systems, and application software; works with available contractors in this area; evaluates information technology and program needs for designated servicing area and ensure propriety and clarity of procurement requests; ensures that all Agency and Departmental requirements are met prior to initiating procurement requests; compiles and enters orders for bulk purchasing from designated service area. Independently, or as a part of more broad scale review of state offices, evaluates operations of all information systems; assesses the status, quality of implementation efforts and recommends changes as appropriate; provides oversight to contractors to assure stability and integrity of the systems; based on knowledge and program needs of above duties, the incumbent writes statements of work for contracting; reviews contractor work for adherence to target completion dates, adequacy of documentation, technical soundness and conformance to requirements; participates fully as a member of the Wildlife Services' Information Technology management team. As needed, assists in the coordination of IT operations related to emergency programs.
