Salary:Range for GS-11:$55,509 to $72,164 (incl. 18.17% locality pay)
Range for GS-12:$66,531 to $86,493 (incl. 18.17% locality pay)

APHIS is an emergency response agency.This means that all Agency employees may be asked or assigned to
participate in rotating temporary duty assignments to support
emergency programs at some time during their careers with APHIS.It
is difficult to predict the frequency with which such emergency
situations may occur - and could range from several emergencies in a
year to none over the course of many years.In the event that you
are called upon to support an emergency program, this may require
irregular working hours, including overtime, and may include duties
other than those specified in your official position description.
While some emergency program support assignments may be able to be
performed at the employee's current duty station, in other cases
employees may be asked to go on-site to a temporary duty station
location.In addition, it may be necessary for employees to
participate in multiple rotations to an emergency program
assignment.Attempts will be made to keep disruption to the
employee to a minimum.

Contract Specialist
QUALIFICATIONS REQUIRED:
To qualify, you must meet all qualification and time-in-grade
requirements within 30 days of the closing date of this announcement.
BASIC REQUIREMENT:
A.A four-year course of study leading to a bachelor's degree with
a major in any field;
OR
B. At least 24 semester hours in any combination of the following
fields:accounting, business, finance, law, contracts, purchasing,
economics, industrial management, marketing, quantitative methods,
or organization and management.
IN ADDITION TO MEETING THE BASIC REQUIREMENT, AT THE GS-11/12 GRADE
LEVELS:
Applicants must have one year of specialized experience equivalent
in level of difficulty and responsibility to the next lower grade
level in the Federal service.Specialized experience must have
equipped the applicant with the particular knowledge, skills and
abilities to perform successfully the duties of the position to be
filled.Examples of qualifying specialized experience include:
* Developing, preparing, and presenting terms and conditions in bids
or proposals related to the award of contracts.
* Negotiating and awarding contracts, contract modifications, and/or
subcontracts.
* Legal practice involving participation in negotiating, awarding,
or administering contracts, or the analysis of procurement policies
and procedures.
* Administering the terms and conditions of contracts, including
such aspects as preparing contract modifications, evaluation of
performance under the contract, and contract termination.
* Analyzing proposed prices or costs, including such aspects as
evaluating technical and audit reports, forecasting price trends,
evaluating economic factors, estimating production efficiencies, and
evaluating methods of allocating costs through various types of
overhead and general administrative expense.
* Formulating policies and procedures for the acquisition of goods
or services, participating in procurement management reviews and
contract clearance, or developing positions on claims and protests
related to contracts.
OR
EDUCATION SUBSTITUTION AT THE GS-11 GRADE LEVEL:
Applicants must have a Ph.D. or equivalent doctoral degree or 3 full
years of progressively higher level graduate education leading to
such a degree in one or a combination of the following fields:
accounting, business, finance, law, contracts, purchasing,
economics, industrial management, marketing, quantitative methods,
or organization and management. The education must have been
obtained from an accredited college or university.
OR
COMBINATION OF EDUCATION AND EXPERIENCE AT THE GS-11 GRADE LEVEL:
Applicants may have a combination of experience and successfully
completed graduate education, as noted above, to meet the total
qualifications requirements for the grade level.Education must

MAJOR DUTIES:

The duties described are for the full-performance level.At
developmental grade levels, assignments will be of more limited
scope, performed with less independence and limited complexity.
Serves as contract specialist responsible for preaward and postaward
functions for a variety of supply and service contracts for several
Program activities of six agencies, each having different contract
requirements.The employee is responsible for a variety of contacts
which frequently require special handling provisions or other
specialized terms and conditions.Some contracts cover a period of
more than one year.Typical requirements include technical
equipment, supplies, and services, ranging from standard items which
are complicated by urgent delivery requirements to complex or
sophisticated requirements.Examples include equipment or services
need to support a research and development activity; negotiated
contracts with disadvantaged business firms; contracts for
specialized services and equipment for laboratories; and negotiation
of contract modifications and change orders caused by inadequate
existing drawings, defective specifications, or change site
conditions; assists in technical oversight on contractual matters.
Trains and instructs lower grade level contact specialists and field
personnel on one to one or group basis through form and informal
presentations.
Preaward Functions:
Provides guidance to technical personnel involved in the development
of the statement of work or data requirements.In formally
advertised procurements, ensures that the bid schedule is properly
structured, prepares the solicitation, using specially designed
software on a personal computer, determines sources to be
solicitated, conducts prebid conferences, processes protests,
determines the responsiveness of bids and determines the
responsibility of the apparent low bidder based on an analysis of
financial and technical information gained during the preaward
survey, and awards or recommends award of the contract.In
negotiated procurements, the employee plans the procurement action
with technical, legal, and contract pricing personnel.Provides
guidance in the development of the statement of work and data
requirements, determines the type of contract best suited to the
requirement, develops special clauses and terms and conditions
applicable to the solicitation. Responds to inquiries, including
formal protests and congressional inquiries.
Postaward Functions:
Monitors contractor performance in relation to the completion
schedule required by the contract, ensuring timely submission of
technical progress reports, making visits to the contractor's
facility or work site, as necessary, taking appropriate action to
expedite delivery or performance when required by mission changes,
monitoring the contractor's use of Government-furnished property
inventories, and issuing change orders occasioned by changes in
mission requirements, defective specifications, changed site
conditions, or changes in Government-furnished property.
