General Schedule Candidates for this job must show in their resume that they have the experience in the following areas: (1) Knowledge of organizational and functional analysis studies to evaluate the efficiency and effectiveness of program operations. (2) Knowledge and understanding of budgetary activities and programs of functional proponents are required in order to review, edit, and/or approve program and budget request. (3) Knowledge and skill in preparing information papers, decision papers, briefings, and staff studies and skill in organizing and delivering briefings to encourage understanding and acceptance of findings and recommendations.The experience described in your resume will be evaluated and screened for the Office of Personnel Management's basic qualifications requirements, and the skills needed to perform the duties of this position as described in this vacancy announcement.Applicants who have held a General Schedule (GS) position within the last 52 weeks must meet the Time in Grade Restriction.Education can be substituted for experience. MAJOR DUTIES:

Serves as Management Analyst, performing analytical and action officer duties in support of several Department of Defense (DoD) Executive Agency (EA) Programs. Monitors and analyzes EA programs for efficiency and performance. Makes recommendations on work process, including new or modified methods and procedures, management processes, etc. Coordinates, consolidates, prepares and evaluates plans and programs related to the mission, function, tasks and organizational structure of the directorate and the DoD EA programs. Researches, analyzes, and evaluates existing public laws, DoD Directives and Instructions, Army regulations, policies, and procedures to align programs and mission. Assists with the development of reports, summaries, policies and procedures, and other correspondence to track performance, budget, and Program Objective Memorandum requirements and/or submissions. Advises in the development of DoD policy, procedures and other guidance relating to management program areas.
