Education Program Specialist
QUALIFICATIONS REQUIRED:
Basic Qualifications:
A.Degree: that included or was supplemented by at least 24 semester hours in a field related to the work of the position to be filled, of which at least 9 semester hours must have been in education courses OR
B.Combination of education and experience--at least 24 semester hours in a field related to the work of the position to be filled, of which at least 9 semester hours must have been in education courses, plus appropriate experience or additional education. The experience must reflect the level and kind described in C below OR
D.At least 1 full academic year of professional teaching experience. This experience is defined as full and primary responsibility, under general supervision, for instruction of assigned students in an accredited school or institution. This includes responsibility for preparing and presenting lessons and for evaluating students' progress, including a determination of the students' success or failure according to established criteria. Serving in an assistant capacity to a professor without the authority to determine the students' success or failure to meet course requirements does not meet this criterionAND
3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree and one year equivalent to the next lower grade (GS-9).
Applicants must have at least one year of specialized experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level, current general schedule employees must have served 52 weeks at the next lower grade in order to meet all applicable time-in-grade requirement.Applicant must meet the statutory and regulatory requirements by the closing date of this announcement in order to be eligible for consideration

MAJOR DUTIES:

The position is responsible for conducting in-service training and assisting in the development and implementation of training programs.The main focus of this position is to develop, implement and coordinate staff development programs in include computer software training administered by the Service.Plans, promotes, and develops educational programs and projects by stimulating activity and providing direction; designs a program for the area of assignment by analyzing the need for personnel, facilities, supplies and materials; prepares budget requests, stimulates the appropriation of fiscal support, prepares a program plan and provides ongoing advice and assistance in the program?s implementation.Provides advice and assistance in the implementation of veteran health educational programs/projects; serves as subject matter expert for leadership and direction in implementing educational programs/projects of major size and/or complexity for Veterans Health Administration (VHA) office and programs.Performs work in the development of courses for training programs.Participates substantially in coursework development or modification, and may develop complete, full-length courses in well-established areas of a subject matter field.Performs work associated with the evaluation of course in training programs.Independently evaluates course, planning and conducting validity and reliability studies to analyze such things as test items prepared by instructors. Perform other duties as related.
