08-111 PURCHASING AGENT QUALIFICATIONS REQUIRED: Qualification Requirements:OPM Qualification Standards Handbook for General Schedule Positions, Group Coverage Qualification Standard for Clerical and Administrative Support Positions, GS-1105. MINIMUM QUALIFICATION REQUIREMENTS: GS-5: One (1) year of specialized experience equivalent to at least GS-4 OR four (4) years of education above high school.GS-6: One (1) year of specialized experience equivalent to at least GS-5. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities (KSAs) to perform the duties of the position, and that is typically in or related to the position to be filled. 08-111 PURCHASING AGENT Additional Duty Location Info:1 vacancy - TUCSON, AZ MAJOR DUTIES: BackToTop(); Serves as purchasing agent in the Acquisition and Material Management/Resource Management Service Line to acquire supplies and services to meet the purchase, rental, or lease needs of the Northern Arizona VA Health Care System in Prescott, Arizona.Applies conventional practices to resolve a variety of purchasing problems, such as inadequate or restrictive specifications, lack of multiple suppliers, urgent need, or insufficient price history.Responsible for procuring, renting, or leasing of general and special supplies, and services through informal open market methods, formal competitive bid procedures, and various other mandatory sources of supply.Has limited contractual authority to prepare and sign purchase orders (contracts) on the open market up to the Simplified Acquisition Threshold and up to the maximum dollar order on delivery orders against Federal Supply Schedule contracts, without prior approval.Responsible for protecting the Government?s interests on all transactions engaged in.Conducts pre-bid/offer conferences to exchange information about the solicitation document and amends it accordingly.Conducts responsibility checks and ensures responsiveness of the bids/offers received, awards contracts within delegated contracting authority, and conducts post award conferences to ensure understanding of the contract requirements.Also selects a technical representative to aid in monitoring contractor termination procedures when necessary.Conducts final close-out of contracts and ensures compliance with contract terms and conditions during warranty periods.Responsible for assuring that all orders arrive as required by the requester and is responsible for resolving shipment discrepancies (problem orders), and negotiating with vendors and/or freight companies as required to resolve shipment problems.Conducts follow-up on orders not received when required and either negotiates a new delivery date or determines if there is a need to cancel the order and procure from a new source.
