General Schedule SPECIALIZED EXPERIENCE: Qualified candidates for this job must show in their resume that they have the experience in the following areas: Undergraduate and Graduate Education: Major study--hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. (1) Expert knowledge of the military and regional health care delivery systems, including the specific haracteristics/objectives/ requirements of each system for use in developing workload and performance reports. (2) Comprehensive knowledge of hospital administrative operations and procedures and their impact on delivery of care, which includes matters pertaining to budget, personnel, procurement, credentialing, and an understanding of the configuration and management of hospital data and information of patients, demographics, workload, costs. (3) Thorough knowledge of qualitative and quantitative techniques required to conduct an analysis of regional and local health care delivery systems and support operations. (4) Knowledge of and ability to utilize a variety of complext and interactive automated databases and management information systems.The experience described in your resume will be evaluated and screened for the Office of Personnel Management's basic qualifications requirements, and the skills needed to perform the duties of this position as described in this vacancy announcement.Your pay will be set within the range specified in this vacancy announcement and will be based on your qualification, education, experience, training, and availability of funds.NSPS positions are excluded from time-in-grade restrictions.Education can be substituted for experience. You will serve as a Health System Specialist, responsible for conducting studies of health care delivery systems and operations, including services provided in the direct health care system, either through contracts or agreements, and the managed care support contractor's network. Develops methodologies to track and analyze performance relating to quality of service, access to inpatient and outpatient care, and efficiency of ancillary services. Performs continuous review of performance and productivity. Utilizes various automated data systems (i.e., M2, MEPRS, CHCS) for sources of information on patient population demographics, nature of care provided, purchased care costs, case mix, relative weighted products, and effectiveness of ancillary services. . Resolves programmatic issues including Congressional and contingency funding. Compiles and analyzes financial data. Provides recommendations and implements change involving specific programmatic issues throughout MEDCOM.
