HEALTH SYSTEM SPECIALIST
QUALIFICATIONS REQUIRED:

General Schedule Specialized experience is defined as progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
To qualify for this position, your resume must show sufficient experience and/or education, knowledge, skills, and abilities to perform the duties of the specific position for which you are being considered.
The knowledge, skills, and abilities for this position are:
1) Knowledge of concepts and processes of managed care.
2) Knowledge of how various systems interact to provide care within the medical environment.
3) Knowledge of source data systems.
4) Ability to develop effective capacity models.
5) Ability to develop an effective provider profile and a workload tracking system.
6) Ability to prepare Business Case Analyses (BCA) from conceptualization, data collection, identification of alternatives, preparation, submission, and defense of the analysis and recommendations.
7) Ability to develop and present training materials that are relevant to optimizing the delivery of health care through improved data quality.
8) Knowledge of all aspects of hospital operations including clinical operations, nursing, administration, ancillary services utilization management, quality assurance, risk management, patient administration, appointing and scheduling, JCAHO, information systems, billing/coding operations, GME and other hospital sponsored training.
9) Ability to organize business case analysis (BCA), return on investment (ROI), cost benefit analysis (CBA), balanced scorecard analysis, activity based accounting/management, process redesign studies, business process reengineering models, and ad hoc studies
10) Knowledge of the health care delivery systems and the information systems used within the medical treatment facility.
11) Knowledge in business process reengineering initiatives.
12) Data mining skills.
13) Knowledge and ability in statistics, biostatistics, epidemiology, or related quantitative field.
The experience described in your resume will be evaluated and screened for the Office of Personnel Management's basic qualifications requirements, and the skills needed to perform the duties of this position as described in this vacancy announcement.Applicants who have held a General Schedule (GS) position within the last 52 weeks must meet the Time in Grade Restriction.One year of experience in the same or similar work equivalent to at least the next lower grade or level requiring application of the knowledge, skills, and abilities of the position being filled.Must have 52 weeks of Federal service at the next lower grade (or equivalent).Ability to communicate orally and in writing.GS-12 and above: One year of experience directly related to the occupation and equivalent to at least the next lower grade level. There is no substitution of education for experience at this level.

Designs customized databases and user interfaces to meet specific end-user applications including data-warehousing, data-mining and enterprise-wide data-modeling. Performs management analysis functions: business process reengineering, management studies, process flow analyses, benchmarking studies, business process review, clinical process management, provider profiling, provider productivity, panel size (and panel designation) determination, referral pattern analysis, utilization of ancillary services. Performs statistical analysis functions: design, collection, organization and model building using statistical techniques including descriptive statistical measures, preparation and testing of research and statistical hypotheses, sample size determination, design and analysis of questionnaires and other survey instruments, regression modeling, design of experiments and analysis of variance, multivariate techniques, epidemiological analysis, and nonparametric techniques.
