QUALIFICATIONS REQUIRED:
To be minimally qualified you must meet the basic requirements below:
BASIC REQUIREMENTS: To be minimally qualified for the GS-14, you must
meet the basic requirements below.
At least one year of specialized experience equivalent to the next
lower grade level of the normal line of progression of this position
in the Federal government. Specialized experience is experience that
is related to the work of this position and has provided you with the
competencies required for successful job performance. Qualifying
experience is experience that demonstrated accomplishment of computer
project assignments that required a wide range of knowledge of
computer requirements and techniques pertinent to the position to be
filled. This knowledge is generally demonstrated by assignments where
the applicant analyzed a number of alternative approaches in the
process of advising management concerning major aspects of ADP system
design, such as what system interrelationships must be considered, or
what operating mode, system software, and/or equipment configuration
is most appropriate for a given project.
Qualifying education from colleges and universities in foreign
countries must be evaluated in terms of equivalency to that acquired
in U.S. colleges and universities.Applicants educated in whole or
in part in foreign countries must submit sufficient evidence,
including transcripts; to an accredited private organization for an
equivalency evaluation of course work, including grade and credit
conversion, and degree. You must provide a copy of the letter
containing the results of the equivalency evaluation as supporting

Information Technology Specialists (Systems
Administration/Applications Software) perform progressively
responsible work involving difficult and complex systems analysis and
applictions software assignments, commensurate with the grade level
of the position.They support the analysis to design, document,
develop, modify, test, install, and implement new or existing
applications software products within the IRS.You will be
responsible for independently developing components of national, IRS-
wide software projects.Travel may be required for meetings,
conferences and training.
The incumbent will be assigned to the BMF Transition and Program
Management Office (TPMO) serving as a key advisor to the Chief, TPMO
and to the Business Master File Project Manager in the areas of
Project Management, Financial and Capital Planning, Security and the
Enterprise Life Cycle methodology. Major responsibilities include:
Development and Maintenance of Enterprise Life Cycle artifacts, FISMA
Self Assessments and Security and Contingency Planning, E300
maintenance and related Capitol Planning Assignments, Project Health
Assessments, Customer surveys, and Transitioning to modernized
systems.
Highly Desirable:Extensive knowledge of the Enterprise Life Cycle
Methodology, Extensive knowledge of FISMA and Security requirements
and Extensive knowledge in maintaining E300 documentation.The
following elements are preferred, but not essential for this
position: Knowledge of Business Master File and/or Individual Master
File processing, and knowledge of IRS Software Standards and
Guidelines.
