Tax Compliance Officer
QUALIFICATIONS REQUIRED:
Selective Factor/Quality Ranking Factor: To be considered for these positions, you must be able to demonstrate your knowledge of basic accounting principles by either: 1) successful completion of 6 semester hours in accounting at an accredited college or university (a copy of a transcript is required) or 2) passing a written assessment. Candidates providing proof of completing 6 semester hours in accounting will be referred for employment consideration first. Other candidates will be referred only if there is an insufficient number of candidates.The six semester hours must be completed by the closing date of this announcement.
In addition, you must meet one of the minimum qualification requirements for the GS-5 grade level outlined below:
A. Completion of a 4-year course of study leading to a bachelor's degree or possess a bachelor's degree, or possess a certificate as a Certified Public Accountant, or possess bar membership.NOTE:You may apply for this position using education to meet the minimum qualifications if you will complete that education on or before April 30, 2008.
B. At least three years of general experience, one year of which is equivalent to the GS-4 level in the Federal service that demonstrated a general knowledge of business practices and basic accounting principles. Such experience may have been gained in Government, business, or industry, investigative work, banking, law, or accounting.
C. A combination of education as described under letter A above and specialized experience as described under letter B above which when combined are equivalent to 100% of the qualifications requirements. To compute this, first determine your qualifying experience as a percentage of the experience required under letter B above. Second, determine your undergraduate education as a percentage of the education required under letter A above. Then add the two percentages together. The total must equal at least 100% to qualify.
In addition to the Selective Factor/Quality Ranking Factor above, you must meet one of the minimum qualification requirements for the GS-7 grade level outlined below:
A. Completion of a bachelor's degree that meets one of the following provisions for Superior Academic Achievement:
1 . A standing in the upper third of your college class or major subdivision (e.g. school of business).
2. A grade point average of "B" (3.0 on a 4.0 scale) or its equivalent for all courses completed; or during the last two years of your undergraduate curriculum.
3. A "B " (3.5. on a 4.0 scale) or its equivalent for all courses completed in a qualifying major field of study, or during the last 2 years of your undergraduate curriculum.
4. Election to membership in one of the national honorary societies (other than freshman societies) that meets the requirements of the Association of College Honor Societies.
Grade point averages should be rounded to one decimal point. For example, 2.95 is rounded to 3.0, and 2.94 is rounded to 2.9. If more than 10 percent of your undergraduate course work (credit hours) was taken on a pass/fail or similar basis, your claim must be based on class standing or membership in an honor society.
NOTE:You may apply for this position using education to meet the minimum qualification if you will complete that education on or before April 30, 2008.
B. Completion of one full year of graduate level study with a major in accounting, auditing, taxation, business administration, or law. One academic year of graduate education is considered to be the number of credit hours that your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one full year of graduate study.
C. One year specialized experience equivalent to at least the GS-5 level in the Federal service that demonstrated a substantive knowledge of business practices, basic accounting principles, and federal tax laws and regulations; and that required the ability to audit tax records, analyze systems and bookkeeping, use fact-finding techniques, and develop interpersonal skills.
D. A combination of education as described under letter B above and specialized experience as described under letter C above which when combined are equivalent to 100% of the qualifications requirements. To compute this, first determine your qualifying experience as a percentage of the experience required under letter C above. Second, determine your graduate education as a percentage of the education required under letter B above. Then add the two percentages together. The total must equal at least 100% to qualify.

You MUST provide transcripts or other documentation to support your educational claims.Unless otherwise stated: (1)unofficial transcripts are acceptable, or (2)you may submit a list with all of your courses, grades, semester, year, and credit for the course. SPECIAL INSTRUCTIONS FOR FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the above requirements. You must show proof that the education credentials have been submitted to a private organization that specializes in interpretation of foreign educational credentials and that such education has been deemed to be at least equivalent to that gained in conventional U.S. education programs; or an accredited U.S. state university reports the other institution as one whose transcript is given full value, or full value is given in subject areas applicable to the curricula at the state university. It is your responsibility to provide such evidence when applying.
Special Conditions Of Employment:
Fingerprints will be required as part of the pre-employment process. Meeting this is a condition of employment. The IRS policy will not allow individuals to enter on duty in any position until FBI fingerprint results, and, if applicable, case disposition information are received and reviewed. There will be no exceptions to this policy.
Applicants will be required to go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9; one must be a valid State or Federal government-issued picture identification. Eligibility for a PIV Credential is required. Failure to comply with the PIV process and if unable to verify the applicant's identity, may result in the loss of consideration for employment. To be eligible for PIV Credential applicants must have a successfully adjudicated FBI criminal history record check (fingerprint check) and a NACI or equivalent background investigation initiated. The incumbent must maintain PIV Credential eligibility during their service with the Department of the Treasury.
All positions are permanent career conditional appointments. They will be filled on either a full time, part time, full time seasonal, or part time seasonal basis. If filled on a seasonal basis there will be at least one month per year of non-work.
