General Schedule BASIC EDUCATION REQUIREMENTS: Professional Engineering Degree. To qualify for the YD-02, the best applicants must posses one (1) year specialized experience. Specialized experience is defined as experience in assisting in periodic checks of contractor?s and inspector?s work for compliance; studying plans and specifications; interpreting plans and specifications; assisting with reports and data for preparation of payment of estimates, progress reports, and other construction and engineering reports, or any other work that is typically related to the duties of this position.The experience described in your resume will be evaluated and screened for the Office of Personnel Management's basic qualifications requirements, and the skills needed to perform the duties of this position as described in this vacancy announcement.Your pay will be set within the range specified in this vacancy announcement and will be based on your qualification, education, experience, training, and availability of funds.NSPS positions are excluded from time-in-grade restrictions.Only degrees from an accredited college or university recognized by the Department of Education are acceptable to meet positive education requirements or to substitute education for experience. MAJOR DUTIES:

Serves as Project Engineer, responsible for coordination and inspection of contract construction. Conducts detailed inspection of construction activities. Interprets plans and specifications for Inspector?s and contractor?s field representatives. Obtains engineering data for discussions on construction and engineering problems. Studies plans and specifications to obtain a thorough knowledge of construction requirements and design criteria. Recommends addenda or changes to plans and specifications. Makes recommendations for changes in design or specifications as a result of changed conditions at the work site. Makes recommendations concerning labor difficulties, materials, shortages, and other problems affecting work progress. Provides necessary reports and data for preparation of payment of estimates and reports. Plans and reviews work, sets priorities, and makes assignments.
