S&T supports the DNI by developing science and technology strategy, overseeing the development of the IC S&T investment portfolio, providing thoughtful leadership and advising the DNI on emerging technologies' applicability to IC mission areas, and developing programs and timelines to meet IC S&T challenges and opportunities.
*** ODNI is currently updating performance management practices to design, develop and implement an effective pay-for performance process. This process will reinforce and reward excellence and equity of performance. GS positions will convert to a band structure by October 2009, with a full transition by January 2011.***

Science and Technology Manager
QUALIFICATIONS REQUIRED:
Knowledge, Skills, and Abilities Required:Advanced expertise in scientific research methodologies, and experience related to science and technology development
Expertise and professional knowledge of a scientific/technology discipline relevant to the missions and functions of the IC
Extensive experience with the IC's technology community including research and development entities, and broad understanding of the organizations, missions and functions, and operating practices of the IC
Ability to work effectively with teams to build consensus on contentious issues and to foster a collaborative work environment across the organization and the IC writ large
Strong analytical and critical thinking skills, including the ability to think strategically, to identify needs and requirements, and to develop recommendations
Ability to coordinate, network, and communicate across the IC, Department of Defense, and Homeland Security
Excellent communication skills, both written and oral, and demonstrated ability to produce clear, logical and concise products
1.Applicants must be U.S. citizens and able to obtain a Top Secret clearance.ODNI assignments require successful completion of a counterintelligence polygraph within the last seven years.
2.Government candidates will be considered for a reimbursable detail assignment.Written approval to accept a detail assignment must be obtained from the applicant?s parent organization prior to applying for a rotational position.
This assignment provides Joint Intelligence Community (IC) Duty credit in accordance with IC Directive 601.Service in more than one element of the IC is highly valued.

MAJOR DUTIES:

Lead the cross-community development, coordination, and utilization of technology roadmaps
Develop the IC S&T Strategy, including an annual report to Congress
Manage the programmatic content of the IC S&T Portfolio, including the development of prioritized recommendations for starting, stopping, or modifying S&T projects
Generate an annual technology forecast describing major trends in S&T relevant to the IC, identifying and prioritizing opportunities (and/or threats), and providing input for community planning efforts
Lead the ODNI S&T staff in regular and special assessments of technologies by researching key questions, collaborating with senior scientific/technology assets inside and outside of the IC, and providing commentary to the Director, S&T for his/her role in advising the DNI on S&T matters
Coordinate and oversee special projects tasked by the DNI and S&T that may include various topical areas such as policy, transition strategy, and implementation issues requiring broad knowledge and exceptional versatility.
Research, compile, analyze, and summarize information from across the IC on various aspects of the IC's S&T programs
Develop memoranda, reports, talking points, and other correspondence as required by S&T or the DNI
