The incumbent serves as a Cost and Price Analyst in the Office of Procurement. The incumbent is responsible for providing technical contracting assistance and performing cost and price analyses on a variety of procurements, commodities, supplemental awards, and contract terminations, which ensure the successful operation of the Service.

Cost and Price Analyst
QUALIFICATIONS REQUIRED:
Applicants must meet specialized experience and time-in-grade requirements by the closing date of this vacancy announcement.This position requires 1 year of specialized experience equivalent to at least the next lower grade level that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled.KSA's will be used to determine minimum qualifications.
A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
Under this job announcement, the Treasury selecting official may consider hiring candidates that lack some or all of the mandatory training requirements. It is understood as a condition of employment that a candidate lacking some or all of the mandatory training, if hired, will build with his or her supervisor an individual development plan that will complete the required training within a 24 month period. The candidate understands that until the mandatory training is completed, he or she will be ineligible for promotion or a warrant. Treasury is committed to make delivery any of the mandatory training a high priority for any candidate hired under this waiver.

2.Separated because of a compensable injury or illness, whose compensation has been terminated, and whose former agency certifies that it is unable to place; or
3.Retired with a disability and whose disability annuity has been, or is being, terminated; or
4.Upon receipt of a RIF separation notice, retired on the effective date of the RIF and submits a Standard Form 50 that indicates 'Retirement in lieu of RIF,' or retired under the discontinued service retirement option; or
5.Received a notice of proposed removal for declining a directed reassignment or a transfer of function or directed reassignment to another commuting area.
OR
b.Former Military Reserve or National Guard Technicians who are receiving a special OPM disability retirement annuity under section '8337(h) or ' 8456 of title 5 United States Code.
2.Be applying for a position at or below the grade level of the position from which you have been separated. The position must not have a greater promotion potential than the position from which you were separated.
3.Have a current (or last) performance rating of record of at least fully successful or the equivalent. You MUST submit a copy of this performance rating with your application package. (This requirement does not apply to candidates who are eligible due to compensable injury or disability retirement.)
4.Occupy or be displaced from a position in the same local commuting area of the position for which you are requesting selection priority.

Exercises responsibility for a complete range of contracting activities such as acquisition planning/negotiation, evaluation of proposals, and contract cost and price proposal evaluation.
Interprets complex federal procurement regulations and other official procurement guidance to develop and advise on policies and procedures that virtually affects all IRS program areas and organizations.
Plans, coordinates and manages the contract cost and price functions critical to the mission of the IRS.
Evaluates contractor responsibility, analyzing the contractor?s past performance, costs of previous procurements, and/or standards and other techniques in producing like or similar items. Investigates the soundness and adequacy of the vendor?s credit and financial position.
Forecasts price trends, economic factors, and efficiencies in production for future accounting period using analytical techniques.
Serves as advisor to senior Procurement and IRS management on cost and price problems and issues.
Analyzes contractor?s projected estimated costs for reasonableness, reviewing in detail the significant direct and indirect cost elements of material, labor, overhead, general and administrative expenses, and other costs which extend over the life of the contract.
Reviews technical and audit reports on various cost elements, such as start-up-labor, performance bonding, escalation factors and profit to determine the reasonableness of the various cost elements or justified exceptions. Prepares a price/cost analysis report of conclusions reached.
Determines strategies that require additional emphasis or clarification, provides different courses of action for arriving at goals and objectives, and justifies the course of action selected.
Effectively and diplomatically communicates orally and in writing with managers, employees, and external customers.
Performs other duties as assigned.
