JOB SUMMARY: **ODNI is currently updating performance management practices to design, develop and implement an effective pay-for performance process. This process will reinforce and reward excellence and equity of performance. GS positions will convert to a band structure by October 2009, with a full transition by January 2011.** The DNI CIO's mission is to improve the collective effectiveness and information sharing of intelligence organizations through strong leadership to best serve National Security.The DNI CIO reports directly to the Director of National Intelligence and has four primary areas of responsibility:Manage activities relating to the information technology (IT) infrastructure and enterprise architecture of the Intelligence Community (IC) Exercise procurement approval authority over all IT items related to the enterprise architecture of all IC components. 14496 Lead IT Program Manager QUALIFICATIONS REQUIRED: Knowledge, Skills, and Abilities Required:Progressive, broad-based information systems project management experience with demonstrate implementation experience in new computing architectures and networking computing structures. In depth knowledge of systems development and project management lifecycles as relatedto compliance in the IC. Considerable experience managing and delivering IT centric projects using ( where appropriate) leading -edge technology and legacy systems. Exceptional project management, analytical, conceptual, and technical skills to identify the effects new projects will have on related systems. Broad knowledge of US Government and IC IT policies and procedures and federal regulations relating to information system security, IT planning, and network engineering for a large enterprise focusing on information assurance, Demonstrated ability to identify and implement transformational information sharing opportunities and techniques incorporating a risk management process Statement of Difference: The degree of supervision and guidance provided to the GS 14, the degree of complexity and scope of issues handled, as well as the personal contacts and scope of purpose of those contacts distinguishes the lower from the higher graded positions. You must be a U.S. citizen to qualify for this position. You will need to successfully complete a background security investigation before you can be appointed into this position. Oversee the planning, programming, budgeting, and administration for the DNI CIO's Compliance Assessment initiatives. Develop and execute program and project plans for the DNI CIO's Compliance Assessment efforts and coordinate policy guidance initiatives Plan, manage, and coordinate activities of assigned projects to establish projects parameters and ensure the scope of projects are accomplished. Manage the design, construction, testing, and implementation of technical and functional specifications of technology systems. Analyze information system requirements and technical environment required for support systems and applications. Identify customers' information system requirements and participate in requirements specification documentation development and approval. Liaise with management and staff to define and manage operational readiness for Compliance assessment. Serve as supervisor to set priorities, assign tasks, and monitor and track the status of deliverables. Provide executive updates and reports to enable Compliance Assessment management to make informed and strategic decisions on programs and projects. Represent the ICTG in working groups, meetings and other public fora, and communities IT trends and risk to management and staff.
