To qualify for the GS-7 position, you must satisfy one of the requirements described below:
Specialized Experience. You must have one year of specialized experience described above equivalent to at least the GS-5 grade level in the Federal service,
which has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the Federal service. Specialized experience must demonstrate skill in conducting professional interviews to obtain essential information and assess competency to make valid decisions; and knowledge of Fiduciary programs philosophy, objectives, identified outcomes.
OR
Graduate Education. You must have at least one full academic year of graduate level education that demonstrates you possess the knowledge, skills, and abilities necessary to satisfactorily perform the work. One year of full-time graduate education is normally determined by the school you attended. If that number cannot be determined, 18 semester hours should be considered equivalent to one academic year of graduate study. Part-time graduate education is creditable on a pro-rated basis. If you qualify based on your graduate education, you must submit a copy of your official college transcript along with your application.
OR
Combination of Graduate Education and Specialized Experience. If you have some, but not all, of the graduate education AND specialized experience described above, you may still qualify by combining the amount of creditable education and experience that you do have. To do so, first calculate the percentage of qualifying education you have as a percentage of the education required. Next, calculate the percentage of specialized experience you have as a percentage of the experience required. Then, add the two percentages. The total percentage must equal at least 100% for you to qualify for the position at the GS-7 grade level. For example, an applicant who has 9 semester hours of graduate education (i.e., 50% of graduate education required) and 6 months of acceptable specialized experience (i.e., 50% of the experience required) would satisfy the qualification requirements for the position. If you qualify based on a combination of graduate education and specialized experience, you must submit a copy of your official college transcript with your application.
OR
Undergraduate Degree and Superior Academic Achievement. You have successfully completed a full 4-year course of study in any field leading to an undergraduate degree from an accredited college or university or you possess an undergraduate degree in any field from an accredited college or university, AND you meet one of the following Superior Academic Achievement provisions:
a.Ranked in the upper 1/3 of your college class or major subdivision at the time you apply; OREarned election to a national scholastic honor society that meets the requirements of the Association of College Honor Societies other than freshman honor societies; OREarned a grade point average (GPA) of 2.95 or higher on a 4.0 scale based on all completed undergraduate courses, or all undergraduate classes completed during the final two years; OREarned a GPA of 3.45 or higher on a 4.0 scale based on all completed undergraduate courses in your major, or all undergraduate courses in your major completed during the final two years.
Regarding the Superior Academic Achievement provisions, if more than 10% of your undergraduate course work (credit hours) was taken on a pass/fail or similar basis, you can qualify only on the basis of your class standing or membership in an honor society.

Your rating will be based on an evaluation of your experience, education, training, and responses to the Supplemental Qualifications Statement (SQS) items and questions contained below as part of this announcement. Your application cannot be assigned an eligible rating without a completed SQS, and you must answer all of the required items and questions contained in the SQS, especially the questions contained in Item #25, otherwise your application will be rated ineligible. PLEASE FOLLOW ALL INSTRUCTIONS CAREFULLY. Qualified candidates will be assigned a score between 70 and 100, not including additional points that may be assigned for veterans' preference.

The incumbent conducts field examinations to determine and appoint fiduciaries for incompetent and/or legally disabled VA beneficiaries as the final step in the claims process; reassesses the competency status of the individual during each contact; establishes and authorizes the use of VA benefits and assets and provides ongoing case management services through scheduled and unscheduled follow-up visits and other contacts; ensures that funds are protected from waste, fraud, abuse, and takes follow-up action when required; ensures that the beneficiaries are aware of and receiving all Federal, State, and local benefits to which they, or their dependents, are eligible; conducts investigations as requested by other VA business lines or in cooperation with the Office of Regional Counsel and/or the Office of Inspector General; confers with fiduciaries personally regarding their duties and responsibilities and rights of their wards under various laws; answers inquiries regarding the gamut of duties falling within this jurisdiction; and provides training and assistance to Service Center employees on any issue within the incumbent’s jurisdiction. Incumbent will also be responsible for performing fiduciary duties which may include but are not limited to: making factual, legal and subjective determinations involved in the administration of all types of beneficiary estates; determining fund needs; authorizing release of funds from restricted accounts; review and auditing of accounts; drafting and preparing a wide variety of petitions and legal documents; taking action to detect embezzlement, fraud, or misappropriation by a veteran’s guardian or fiduciary.The incumbent must posses a valid drivers license.Overnight travel may be required.
