 JOB REQUIREMENTS
„X Current Unrestricted passport Level B--Secret (Battalion level) „X Eight years law enforcement experience (graduated from a certified municipal or state police academy) identifying and investigating structure, methods, and behaviors of organized crime networks, gangs, terrorist organizations, drug organizations and/or public corruption. „X Proven organized crime, narcotics or homicide detective/investigator experience with a large metropolitan police department (or equivalent state or county police department). „X Eight years experience will be supplemented by a combination of other stated attributes including military service, task force assignments, language, bomb technician experience, forensic certification or expertise, and experience in utilization of sophisticated investigative or technical techniques. „X A minimum of five years of supervisory experience at the lieutenant level (or equivalent investigative experience) within a large metropolitan police department (or equivalent state or county police department), involved in combating prominent criminal or gang network activities (or equivalent). „X Ability to use link analysis, event flow analysis and activity charting to develop inferences about the intentions and vulnerabilities of criminal groups (i.e. predict patterns and motives for behavior in certain demographic groups), their key individuals, their methods of operations (i.e analyze the behavior and methods of criminals) and the extent of their criminal influence and scope; make recommendations for intelligence and data collection strategies „X Ability to plan, lead and execute training on street-level counter-gang investigative tactics, techniques and procedures (TTPs) in a major urban environment, with emphasis on informant source development, field interview techniques, site exploitation (crime scene investigation), forensics, and biometric analysis to identify criminal network activity. „X Ability to plan, lead and execute training on use of surveillance sensor systems, and criminal network analysis programs to disrupt criminal cells and their financial and logistical associations.  JOB RESPONSIBILITIES,  DUTIES, TASKS
Personnel applying to work in the Law Enforcement Program must have the skill sets in order to accomplish the following tasks: a. Augment the Brigades, Regiments, and Division Headquarters (Army/USMC) in taking down IED networks using law enforcement techniques used to suppress gang-like activity and other criminal enterprise behaviors. b. Advise on the collection, integration, analysis and dissemination of information pertaining to IED networks to the Brigade/Regiment Commander. c. Assist with criminal intelligence activities within the Brigade, Regiment, identifying emerging trends and methods of operation to deter and interdict networks associated with the sourcing, production, and delivery/emplacement of IEDs. d. Build on the field teams to support Brigades, Regiments, and their Commanders; act as the Brigade, Regiment commanders¡¦ law enforcement subject matter experts. e. Serve as investigators, planners, and analysts embedded into Division Headquarters and Brigade / Regimental Combat Teams to investigate, analyze, and suppress networked criminal enterprises. f. Reach-back support into the U.S. local, state, and federal law enforcement community and appropriate DOD and other government agencies. g. Work with TRADOC school houses (USAMPS/ USAIC) to develop curriculum, and incorporate lessons learned into institutionalized Army training. h. Work with HQDA/CID/OPMG immediate incorporation of critical lessons learned into pre-deployment training. i. Work with TRADOC/ HQDA/CID/OPMG to institutionalize LEP capability. j. Conduct or assist with interviews of detainees, suspected bombmakers, advising and training others on law enforcement methods for interviewing/debriefing. k. Advise Commanders on methods to understand the dynamics of their Areas of Responsibility and on recognizing signs of radicalization. l. Advise/Train on basic elements of collections. m. Advise/train on using local industry outreach as a force multiplier. n. Advise/train on methods to exploit legal activities, inmate sources & prison system to identify IED network members. o. Identify emerging trends and methods of operation to deter and interdict networks associated with the sourcing, production, and delivery/emplacement of IEDs. p. Promulgate information gathered at all levels of the command; analysis products shared to discover common items of interest. Disseminate findings through the command to support the Commanders and other Department of Defense intelligence organizations. 3. Applicants that qualify for Program Management positions will have the necessary experience to ensure the following tasks, at minimum, are accomplished: a. Establish program management office CONUS to recruit, train, sustain, supervise, and provide quality control oversight of contract personnel in CONUS and deployed overseas. b. Establish program management office OCONUS (Afghanistan and Iraq) that will provide quality control oversight, coordination and monthly unit visits, as well as the following additional duties as dictated by Program Management Office CONUS: i. refine training requirements for Law Enforcement Officers; ii. make recommendations that are incorporated into monthly reports on system configurations and access to databases for law enforcement functions; iii. serve as liaison officers between other Department of Defense law enforcement programs as well as State Department Programs/MNSCT-I; iv. facilitate data collections and information flow; v. make recommendations on methods to improve collection requirements as well as follow on operations based upon intelligence collected. 4. Applicants must possess the following Law Enforcement Skill Sets at minimum: a. Ability to support and assist unit staffs directly in the compilation and analysis of information regarding complex criminal investigations and recommend specific investigative directions based upon conclusions drawn from the analysis. b. Ability to use link analysis, event flow analysis and activity charting to develop inferences about the intentions and vulnerabilities of criminal groups, their key individuals, their methods of operations and the extent of their criminal influence and scope; make recommendations for intelligence and data collection strategies. c. Ability to use crime analysis techniques, statistical analysis and time series analysis to view, evaluate and draw conclusions regarding patterns of crime. d. Ability to analyze the behavior and methods of criminals. e. Ability to predict patterns and motives for behavior in certain demographic groups. f. Ability to analyze event statistics to determine patterns and methods of criminal enterprise. g. Ability to assess the responsiveness of aspects of the criminal enterprise to military operations or actions. h. Ability to examine records and files to find identifying data about suspects. i. Ability to develop and maintain case files involving criminal events. j. Capability to advise on collection of evidence to determine criminal identity, networks and activities. k. Combine pieces of information to form general rules or conclusions (includes finding relationships among seemingly unrelated events). l. Analyze completed intelligence and operational reports to determine additional information and investigative work that is needed. m. Capability to understand the implications of new information for both current and future problem solving and decision making. n. Ability to perform duties of the other members of the analytical teams to include mobilizing to and from incident sites. 5. Position Descriptions a. Program management: (Ability to obtain a Top Secret Clearance Required) CONUS: Recruit, train, sustain, supervise, and provide quality control oversight of contract personnel in CONUS and OCONUS. Provide report(s) to the Government Contracting Officer and COR per the requirements specified in SOW. If available facilitate monthly (SVTC¡¦s) secure video telephone conferences between CONUS and OCONUS office staff. (1, TSCI + support staff ~4, Secret) OCONUS: (Afghanistan and Iraq). OCONUS Offices shall interface directly with the Government¡¦s in-country Contracting Officer¡¦s Technical Representative (COTR) and report back to the Contractor¡¦s CONUS-based Program Management Office. OCONUS PM will have theater-specific contractual quality control oversight, in-theater personnel in-processing, ongoing administration and out-processing (as required), and periodic unit visits (to engage deployed LEP personnel) as authorized by the COTR. (1 +1, TSCI) *Program Managers must have strong written and verbal communication skills, and the ability to engage, brief and persuade superiors and colleagues regarding plans, recommendations, decisions and actions. Applicants selected for processing will be required to submit a work sample demonstrating investigative skills and/ or supervisory experience. Strong computer literacy skills, focusing on the Microsoft suite of applications. Counter Improvised Explosive Device (C-IED) operational or training experience is desirable. Military experience is desirable. LEP positions (CONUS): Salary Range 90-160K b. COIC: Provide a reach back capability into the law enforcement community (U.S. DOD agencies, state, federal). Analyze data from in-theater, integrate and disseminate reports and products; identify emerging trends and methods of operation in order to deter and interdict networks associated with the sourcing, production, delivery, and emplacement of IEDs. (~6, TSCI) Combat Training Centers (CTC): ~2 per location, Secret National Training Center (NTC), Fort Irwin USMC CTC, 29 Palms Joint Readiness Training Center (JRTC), Fort Polk c. LEP positions (OCONUS): Salary Range 150-225K Physical and mental capacity to operate in austere urban and desert environments in Iraq or Afghanistan, along side U.S. military forces, for a minimum period of twelve (12) months with little respite.
