The Intelligence Advanced Research Projects Activity (IARPA) invests in high-risk/high-payoff research that has the potential to provide our nation with an overwhelming intelligence advantage over future adversaries.IARPA will:
-Address cross-agency challenges
-Leverage expertise from across the community, both operational and Research and Development (R & D)
-Work transition strategies and plans with agency partners
IARPA is an independent Office of the Director of National Intelligence (ODNI) organization that reports to the Deputy Director of National Intelligence for Acquisition (DDNI/AQ) through the Office of Science and Technology (S & T).
**ODNI is currently updating performance management practices to design, develop and implement an effective pay-for-performance process. This process will reinforce and reward excellence and equity of performance. GS positions will convert to a band structure by October 2009, with a full transition by January 2011. **

Contracting Officer
QUALIFICATIONS REQUIRED:
Knowledge, Skills, and Abilities Required:
-Mastery of procurement and non-procurement law, regulation, and procedure including contracting methods, types of acquisition instruments, business and negotiation strategies, techniques of cost analysis, and evaluation of contractor financial capability, methods of monitoring the performance of long term contracts and agreements with multiple partners, and contract and agreement administration.
-Extensive knowledge and experience in the creative use of Broad Agency Announcement and other competitive procurement solicitation processes.
-Knowledge of related disciplines and functions involved in the R&D, Program Formulation, and Systems Acquisition process, such as Systems Engineering, Financial Management, Research and Technology Protection, and their interrelationships with contracting.
-In-depth knowledge and familiarity with principles, concepts, and practices of accounting and Federal Acquisition regulations, reform initiatives, and policies and procedures.
-Excellent knowledge of and experience with budget formulation, programming, and budget execution processes in an Intelligence Community environment.
-Master ability to apply analytic, diagnostic, and qualitative techniques sufficient to identify, evaluate, and recommend appropriate solutions to resolve complex, interrelated program and budgetary problems and issues.
-Excellent oral and written communication skills and demonstrated ability to conduct independent research, filter and synthesize data, and produce clear, logical, and concise products, to include negotiation techniques sufficient to independently negotiate the acquisition of complex, advanced technology programs comprised of multiple participants.
-B.S. degree in Business, Finance or other related disciplines.
Knowledge, Skills, and Abilities Desired:
-Credential Contracting Officer, Certified to Level 3 according to Defense Acquisition Workforce Improvement Act, Central Intelligence Agency or equivalent standards.
1.Applicants must be U.S. citizens and able to obtain a Top Secret clearance.ODNI assignments require successful completion of a counterintelligence polygraph within the last seven years.
2.Government candidates will be considered for a reimbursable detail assignment.Written approval to accept a detail assignment must be obtained from the applicant?s parent organization prior to applying for a rotational position.
This assignment provides Joint Intelligence Community (IC) Duty credit in accordance with IC Directive 601.Service in more than one element of the IC is highly valued.

MAJOR DUTIES:

-Manage and oversee all competitive, non-competitive and independent IARPA contracts supporting the execution of S&T efforts, including competitive source selection and realignment of contractor support.
-Serve as the primary contracting, grants and agreements officer with an unlimited procurement authority warrant for all IARPA programs; manage the solicitation and selection processes for all IARPA research activities.
-Advise IARPA Program Managers in resolving complex pre-award issues including transfer and disposition of U.S. Government and intellectual property, data rights, export control concerns, organizational conflict of interest concerns, sub-contract issues, and unique provisions in the case of consortia or partnership arrangements such as foreign access to technology.
-Manage and prioritize an extensive workload of acquisitions, based upon project size, complexity, urgency, and importance to the IARPA mission.

-Assist IARPA Program Managers in the selection of an appropriate contracting agent for their programs.
-Support the Chief Acquisition Officer in providing guidance, direction and oversight of all IARPA contracting agents.
-Provide in-depth tactical and operational research for planning and allocation of resources, and for the development of long-range goals, objectives, and milestones that support the DDNI/AQ.
-Oversee the development and implementation of initiatives to monitor and evaluate the status of assigned projects on a continuous basis, including preparing briefings, maintaining records related to budget formulation and execution.
