QUALIFICATIONS REQUIRED:
For the GS-04 level, candidates must have served three (3) months after initial competitive appointment.Employees cannot be considered for positions more than two grades higher than the highest grade held during the preceding 52 weeks (unless a higher grade was held in the past on a permanent basis).
For the GS-05 level, candidates must have served three (3) months after initial competitive appointment. GS-2 employees who have not held a higher grade are not eligible to apply. In addition, employees cannot be considered for positions more than two grades higher than the highest grade held during the preceding 52 weeks (unless they held a higher grade in the past).
For the GS-06 level, the following time in grade restrictions apply:Applicants must have served 52 weeks as a GS-05 or higher grade in the Federal Service.
At the GS-04 level, 52 weeks of progressively responsible clerical, or other work which indicates ability to acquire the particular knowledge and skills needed to perform the duties of the position being filled.
At the GS-05 level, 52 weeks of specialized experience as a GS-04 in the Federal service, or comparable in level of difficulty and responsibility to GS-04 if outside the Federal service, is required. Specialized experience is typically work in or related to the duties of the position being filled. Examples of specialized experience include: Processing a variety of military pay transactions and determining entitlements.
At the GS-06 level, 52 weeks of specialized experience as a GS-05 in the Federal service, or comparable in level of difficulty and responsibility to GS-05 if outside the Federal service, is required. Specialized experience is typically work in or related to the duties of the position being filled. Examples of specialized experience include:Reviewing and processing a wide variety of complex military pay transactions; determining entitlements; examining and verifying all documents for propriety, completeness and accuracy.
SUBSTITUTION OF EDUCATION FOR EXPERIENCE:
At the GS-04 level, two years of successfully completed education above the high school level in any field for which high school graduation, or the equivalent, is a prerequisite may be substituted to meet the general experience required. Equivalent combinations of successfully completed post-high school education and experience may be used to meet total experience requirements. Such education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university.
At the GS-05 level, four years of successfully completed education above the high school level in any field for which high school graduation, or the equivalent, is a prerequisite may be substituted to meet the specialized experience required. Equivalent combinations of successfully completed post-high school education and experience may be used to meet total experience requirements. Such education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university.
At the GS-06 level, six months of graduate education may be substituted to meet the specialized experience required when it is directly related to the work of the position being filled. Such education must have been obtained at an accredited college or university.
Official transcripts must be provided if using education to substitute for specialized experience.

MAJOR DUTIES:

For the Military Pay Technician: At the full performance level, performs comprehensive review of military pay transactions including a wide variety of determinations such as allowances, special incentive pays, and debt collection.Examines documents for propriety, completeness and accuracy. Audits and resolves problem cases involving overpayment or underpayment. Ensures pay actions are correct from a regulatory standpoint. Performs reviews of pay transactions upon request of service member or other authority. Enters pay transactions into the organizations automated military pay system. Reviews actions rejected by the automated pay system to determine the reason for rejection and makes necessary corrections in the automated pay system. Provides "over-the-counter" services to military members as needed.
For the Lead Military Pay Technician: At the full performance level, serves as a work leader in the processing of military pay transactions. Incumbent monitors and directs work activities which involve the examination of military pay documents to determine the accuracy and propriety of payments or the need for collection action to ensure proper payment to military members.
