About the Position: The Operations and Readiness Division manages operation and maintenance activities in a civil works engineering organization responsible for water resource management over parts of five states. The operation and maintenance program consists of navigation locks and dams, flood control dams and reservoirs, regulation of construction affecting navigable waters, and emergency response planning and execution. Incumbent is accountable to the District Commander.

General Schedule SPECIALIZED EXPERIENCE: To qualify, applicants must possess 1 year of specialized experience equivalent to the YF-2 level. Specialized experience is defined as knowledge to manage the operation and maintenance program consisting of navigation locks and dams, flood control dams and reservoirs, regulation of construction affecting navigable waters, and emergency response planning and execution, or other work that is typically in or related to the work of the position to be filled.The experience described in your resume will be evaluated and screened for the Office of Personnel Management's basic qualifications requirements, and the skills needed to perform the duties of this position as described in this vacancy announcement.Your pay will be set within the range specified in this vacancy announcement and will be based on your qualification, education, experience, training, and availability of funds.NSPS positions are excluded from time-in-grade restrictions.Only degrees from an accredited college or university recognized by the Department of Education are acceptable to meet positive education requirements or to substitute education for experience. MAJOR DUTIES:

As Chief, Operations and Readiness Division, manages operation and maintenance activities for the Huntington District. Develops O&M portion of the budget. Manages maintenance activities including various floating plant and fixed resources. Directs the repair and maintenance of navigation facilities. Manages flood control operations at multiple dams, reservoirs, and local protection projects. Manages programs in forestry, soil conservation, resource management, fish and wildlife management, public recreation, sanitation, pollution control, fire protection, security, rescue operations, and interpretation of natural, historical, archeological, and cultural resources. Manages broad public water safety program aimed at preventing accidents and fatalities at managed facilities. Manages District emergency management functions and has oversight of the District regulatory program. Provides input to long-range planning, proposed functional changes, and overall program evaluation.
