JOB SUMMARY:
WHAT IS THE LARGE AND MID-SIZE BUSINESS (LMSB?
The Large and Mid-Size Business (LMSB) Division services corporations
and partnerships operating in the US with assets greater than $10
million.
The Large and Mid-Size Business (LMSB) Internal Revenue Agent is a
professional accountant who examines and audits individual, business,
and corporate tax returns to determine correct federal tax
liabilities and conduct examinations relating to compliance with
technical requirements imposed by the Internal Revenue Code.LMSB
Internal Revenue Agents are challenged everyday.Challenges come in
the form of research and developing issues and in communications with
taxpayers.
WHAT DOES A SENIOR INTERNATIONAL EXAMINER INTERNAL REVENUE AGENT/LEAD
INTERNAL REVENUE AGENT DO?
As a Senior International Examiner Internal Revenue Agent in LMSB,
you'll:
- Serve as a focal point or primary representative to coordinate the
International aspects of identified cases.The cases will be
Coordinated Industry Cases that qualify for this position.
International Examiners must consider the entire tax implications of
international transactions and by leading the team in identifying the
parameters of a viable solution.
Positions are located in New York, NY.Positions may be filled in
any team in LMSB Financial Services Territory 1.

QUALIFICATIONS REQUIRED:
To qualify for this position:
You must meet the TIME IN GRADE REQUIREMENT:Under merit promotion
procedures, Federal applicants must have served 52 weeks at the next
lower grade of the position announced to satisfy time-in-grade
restrictions contained in 5 CFR 300, Subpart F. Basic qualifications
Applicants must be qualified by the cutoff date of the quarter in
which they are applying.If you are found ineligible for that
quarter, you must re-apply to be considered.
In addition to time in grade requirements, all applicants must have
one year of specialized experience equivalent to the next lower grade
in the federal government as defined in OPM's Qualification Standards
Operating Manual for General Schedule positions.You can access the

Examples of qualifying experience is experience demonstrating:
Knowledge of and skill in applying professional accounting and
auditing principles, theory, and practices to analyze and interpret
accounting books, records, or systems specifically to determine their
effect on Federal tax liabilities and their adequacy for recording
transactions affecting tax liabilities; Skill in researching,
interpreting and applying Federal tax law for corporations,
partnerships, individuals, business and/or exempt organization.
Knowledge of business and trade practices to develop tax issues based
on analysis and evaluation of overall business operations and
financial condition.Knowledge of corporate financial transactions
and financial management principles and practices.Skill in
interacting effectively with a broad range of internal and external
individuals.
THE FOLLOWING EXPERIENCE IS HIGHLY DESIRABLE
All phases of IE training (1,2,3 or or equivalent predecessors
unit!), completed at least one full audit cycle & prepared a CIC
international report.Extensive experience as an international
examiner preferred.
Applicants must also meet the Selective Placement Factor for the GS-
512 occupation which requires that you possess the following 5
professional accounting knowledges:
- Knowledge of Principles of Accounting
- Knowledge of Intermediate Accounting
- Knowledge of Cost Accounting
- Knowledge of Advanced Accounting
- Knowledge of Auditing

These knowledges are typically acquired by completion of an
accounting degree from a four-year college or university or through
work experience.For example, an internship at an accounting firm
may have exposed you to accounting theories and principles, provided
that internship was doing professional accounting work.

a panel of subject matter experts and rated and ranked based on your
resume, current performance appraisal (Form 6850) and relevant awards
received within the past three years, in accordance with National
Agreement, Article 13 procedures.

MAJOR DUTIES:

Senior International Examiners duties include planning, directing,
and coordinating the overall progress of the international aspects of
the examination.Develop the international audit plan and make
assignments to team members and brief team members concerning
objectives and expectations.Serve as the primary international
representative of the Service during examinations.Discuss and
resolve problems with the taxpayer as they arise.Coach the team in
the selection and application of appropriate problem solving methods
and techniques.Provide advice on work methods, practices,
procedures, and assist team members in identifying the parameters of
a viable solution.International aspects of the field examination
may contain unusually difficult and complex legal, financial, or
valuation issues of major proportions.Apply an expert knowledge of
rulings, court decisions, and agency policies, regulations and
practices to determine the correct tax liability.Evaluate the
content of new and modified legislation and assesses the impact on
