IN ADDITION to the basic requirements, this position requires one year of specialized experience equivalent to at least the next lower level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.Qualifying specialized experience must demonstrate the following: GS-12 One year equivalent to the GS-11 level, which includes specialized activities such as performing work that involves research or other professional work in the coordination, development, or direction of consular policies; establish systematic methods of program execution, evaluation, or advocacy; obtain pertinent information, validate documentation and authenticate interviews to be used to adjudicate Visa applications. GS-13: One year equivalent to the GS-12 level, which includes a high level of specialized activities such as: formulation of instructions and policy guidance for United States representative in international organizations; cultural affairs involving formulation and operation of policy on large-scale international cultural exchange programs; other specialized international affairs such as analyzing public opinion and attitudes, evaluation specific conditions, trends or forces in a foreign country, formulating policy on problems of petroleum resources or fisheries, etc., representing foreign interest, protecting American property or interests, arranging for conferences, or similar activities. Basic Requirements: A.Degree: major or equivalent, or a combination of courses totaling at least 24 semester hours, in international law and international relations, political science, economics, history, sociology, geography, social or cultural anthropology, law, statistics, or in the humanities; or 12 semester hours in one of the above disciplines and 12 semester hours in statistics/quantitative methods. OR B.Combination of education and experience--courses equivalent to a major, or a combination of related courses totaling at least 24 semester hours, as shown in A above, plus appropriate experience or additional education. OR C.Experience--four years of appropriate experience in one or more of the fields listed above in work associated with international organizations, problems, or other aspects of foreign affairs. In addition to the Basic Requirements, applicants must have the required experience or education as described below and meet any selective factors, when specified.Candidates must have one (1) year of specialized experience equivalent to the GS-12 level. Specialized experience is experience directly related to the position to be filled and has equipped the candidate with the particular knowledge, skills and abilities to successfully perform the duties of the position. Examples of qualifying specialized experience are: knowledge of visa laws, regulations and procedures; passport and citizenship laws, regulations and procedures; understanding of management theories and practices; and the ability to analyze a wide variety of complex and critical consular affairs issues. Candidates must meet all qualification requirements, including time- in-grade and time-after-competitive appointment requirements, by the closing date of the announcement Time-In-Grade Requirements:Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions contained in 5CFR 300, Subpart F. Assignments will typically include: 1.Directing a consular unit; planning its work and ensuring coordination of effort; facilitating full participation of managers, supervisors and employees in consular activities. 2.Receiving, reviewing and adjudicating applications for nonimmigrant visas. 3.Providing a range of services to American citizens overseas, including welfare and whereabouts. 4.Maintaining liaison with post management to resolve consular problems; analyzing legislation and priorities and assisting in the development of responsible programs. Assignments may also include temporary short-term projects within the Bureau's Washington offices.
