JOB SUMMARY:
This position has been identified to be transitioned to the GS-0401 Fire Management Specialist and is a key fire management position under the Interagency Fire Program Management Standard. This position is being advertised concurrently as technical (GS-0462-12) under vacancy announcement 09-R5-RO5RF-FMO-0084FS.
This announcement will be used to fill a time-limited (NTE) promotion, detail, or reassignment for Forest Fire Management Officer (FMO) positions as needed on any Forest within the Pacific Southwest Region, Region 5, Forest Service. As the Forest Fire Management Officer, is responsible for providing short and long-range fire management planning, program direction and coordination, and evaluation of the fire management program on the unit; responsible for developing and implementing an integrated fire management program to achieve resource management objectives; provides professional knowledge in leadership, coordination, and direction for the administration of the fire suppression; detection and prevention programs; dispatching services; fuels/vegetation management; aviation management; and the integration of fire and aviation management plans and activities with other resources including urban interface/intermix, watershed, range, ecosystem management, and recreation.

Supervisory Fire Management Officer
QUALIFICATIONS REQUIRED:
The qualifications for this position are governed by the Office of Personnel Management's Qualifications Standards for General Schedule Positions Operating Manual, Group Coverage for Professional and Scientific Positions, and the Individual Occupational Requirements for General Natural Resources Management and Biological Sciences Series, GS-0401, which is available on OPM's website at: http://www.opm.gov/qualifications/index.asp. In addition, the Supplemental Qualification Standard for GS-0401 Fire Management Specialist supplements the requirements outlined in the OPM Operating Manual. The Supplemental Qualification Standard for GS-0401 Fire Management Specialist can be obtained by calling 707-562-8732.
Applicants must have a minimum of one year of creditable specialized wildland fire management experience equivalent to at least the GS-12 grade level. Specialized experience is that experience which has provided the applicant with the particular knowledge, skills, and abilities necessary to successfully function in the wildland fire management position applied for. Possession of the particular knowledge, skills, and abilities can be evidenced by: reviewing and evaluating fire management plans for ecological soundness and technical adequacy; conducting field inspections before and after prescribed or wildland fires to determine if objectives were achieved and/or evaluate the effectiveness of actions taken; and developing analyses on the ecological role of fire and its use and/or exclusion, and smoke management.
In addition to fire program management, appropriate experience must have included either prescribed fire/fuels management - OR - fire management operations including:
Prescribed fire/fuels management - experience in a broad range of activities such as: inventory methods and procedures; fuel treatment methods and programming; land use planning and environmental coordination; or evaluating prescribed burn plans or fire management plans to ensure containment is possible and identify contingencies if containment is not obtained.
Fire management operations - analyzing and applying fire management strategies, plus experience in at least five of the following activities: mobilization and dispatch coordination; fire prevention and education; training; logistics; equipment development and deployment; fire communication systems; suppression and preparedness; or aviation.
The above specialized experiences may be evidenced by the following or similar positions: Unit Fire Program Manager, Wildland Fire Operations Specialist, Prescribed Fire and Fuels Specialist, Center Manager, or Prevention and Education Specialist - AND - served as a member of Type 1 or Type 2 Incident Management Team at the Command and General Staff level, or as an Agency Administrator.
Selective Placement Factor: A minimum of three months wildland firefighter experience is a requirement to qualify for this position. All candidates must address this Selective Placement Factor either in their resume, in a separate statement attached to their application, or in response to the Evaluation Criteria.
Conditions of Employment: This position has been identified as one of the key fire management positions within the Interagency Fire Program Management (IFPM) Qualifications Standards and Guide. As such, there is a condition of employment for this position in that the person selected for this position must meet the educational and specialized experience requirements at the time placed into the position, but will have until October 1, 2010 to meet the NWCG Incident Management Qualifications and the Additional Required Training as specified in the IFPM Qualifications Standards and Guide for the Unit Fire Program with a High Complexity Program Rating. Selectee will be required to sign an agreement acknowledging the requirement to meet all requirements of IFPM by October 1, 2010 or be removed from the position. Firefighter Retirement: This is a secondary firefighting retirement position under the provisions of 5 USC 8336(c) and 5 USC 8412(d) and provides coverage under these provisions to incumbents transferring directly from a primary firefighting position or who have previously transferred directly from a primary to a secondary position.
Work Capacity Test (WCT) for Wildland Firefighters: This position participates in wildland firefighting activities. Based on the type of work performed, TAKING and PASSING the WCT at the level indicated for the National Wildfire Coordinating Group (NWCG) Incident Management Qualifications for this position is a 'condition of employment'. Education: The basic educational qualification requirements for the GS-0401 series are:

B. (d) Professional knowledge in related resource fields such as wildlife, fisheries, vegetation management, hydrology, soils, and recreation sufficient to assist in the development of a fire management program that is integrated with other resource programs.
(e) Mastery of the concepts of fire management and related natural resource fields to critically review and evaluate the efficiency and effectiveness of the programs. Knowledge sufficient to adjust and revise procedures to accomplish operations in the face of technical or administrative obstacles. Serves as a key member of the Forest Leadership team, which is responsible for the overall long-range Forest planning. Assists the Forest Supervisor in the development of overall forest resource and functional programs including formulation of local policies and objectives, the coordination between activities, the allocation of presuppression and hazardous fuels funds, and the establishment of program priorities. Because of the highly critical nature of the fire management program to the total Forest program, decisions and participation will play a key role in determining program goals and commitments for other resource activities within an integrated ecosystem management framework. Participates in the development, utilization and integration of Forest fire resources in providing for maximum benefit in the management of the ecosystem.
Directs all phases of an increasingly complex Forest fire management program. Responsible for the Forest wild fire management planning, program direction, coordination and evaluation of the fire management program. Analyzes current plans and initiates changes within guidelines or makes recommendations to meet changing conditions within the limits of current or anticipated funding.
Provides leadership, coordination and direction in the formulation of standards, methods, and guides for all fire and aviation management program elements. Provides technical advice and guidance in the adaptation of policies and standards received from higher authorities to local conditions.
Coordinates all phases of the fire and aviation management planning on the Forest. Planning involves interacting with all disciplines as well as officials from other Federal, State, and local agencies, and the public. Plans include short-range issues as well as long-range strategies, including the Forest Land Management Plan, Fire Management Action Plan, National Fire Management Analysis System (NFMAS), and wilderness fire management. Directs and supervises all phases of budget formulation through the NFMAS process to assure balance in organization at varying levels of funding and initiates changes as appropriate. Monitors the expenditure of emergency funds to assure fiscal integrity and correct application of financial standards.
Responsible for review of planned suppression actions, tactical plans, and strategies for the management of complex wildland fires and other wildland urban interface/intermix situations. Negotiates complicated cooperative suppression agreements and resolves difficult and controversial public relations problems. Develops alternative fire suppression strategies by taking into consideration total values at risk and selects most cost effective alternative. Makes rapid decisions in an emergency due to complex variables such as highly populated areas, rugged terrain, severe weather, high value improvements and competing resource values. Oversees the management of Forest emergencies and participates as required in Regional and National mobilizations.
Coordinates suppression action on large, complex wildland fires. Issues tactical plans and strategy for control of fires in consultation with line officers using escaped fire situation analysis process. Responsible for coordinating complex operations with cooperating agencies on large fires with great potential for damage to resources and improvements and high risk to human safety. Determines adequacy of actions on ongoing incident with authority to relieve officer-in-charge and responsibility for suppression action, if necessary.
Coordinates the settlement of financial problems after control of joint action fires with cooperating agencies by providing authoritative information on control operations and decisions made at the time of the incident. Directs the collection and analysis of data for appraisal for Forest fire damage and for the collection of evidence in fire trespass cases. Within the limits of delegated authority and subject only to appeals to the Regional Office, recommends settlements of innocent and/or unintentional fire trespass claims against private parties or organizations.
Provides leadership to the Forest?s Fire Prevention Program integration into all phases of ecosystem management. Ensures that the fire prevention is effective and meets short-term objectives and long-term goals. Works with other fire and law enforcement agencies in developing and accomplishing cooperative Forest fire prevention campaigns and training. Provides review and approval of the District Fire Prevention Plans.
Provides leadership to the Forest aviation program and oversees all aviation and retardant contracts. Responsible for the preparation of contract specifications and inspections for rotor and fixed wing aircraft. Arranges for and recommends approval or modification of agreements and contracts for air facilities and services. Aviation plans include the effective use of new or improved air attack equipment and techniques which includes airtankers, helicopters, chemical solutions, remote sensing and specially trained aircraft personnel. Serves as the Forest Aviation Officer when the Forest does not have one assigned and Contracting Officers Representative (C.O.R.) on all aviation and retardant contracts for the Forest, responsible for the preparation of contract specifications and inspections for rotor and fixed wing aircraft.
Ensures that the vegetation management program is consistent with ecosystem management principles and is applied on a landscape basis. Establishes priorities for fire hazard reduction and vegetation management based upon minimizing potential damage and maximizing multiple resource benefit and enhancement. Reviews and evaluates vegetation management and prescribed fire use proposals from districts based upon fire history, judgment, and technical information on various fuel types and fire regimes. Evaluates design of prescribed burn prescriptions to achieve specific ecosystem and resource management objectives. Reviews and evaluates the implications of fuel management programs on air quality standards. Oversees vegetation management programs within a complex wildland fire and other wildland urban interface/intermix environment.
Provides leadership in the development of landscape level environmental analyses to determine implementation strategies for fuels/vegetation management. Insures the participation of fire personnel in planning endeavors initiated by other program areas to encourage the incorporation of fire?s role in ecosystem management. Utilizes the Geographic Information System (GIS) to record historic fire history and current Forest conditions for use in a technologically advanced planning process. Coordinates and provides technology transfer of new and current research data to Forest programs. In concert with Forest staff, identifies the need for research studies related to fire and aviation management issues.
Exercises program oversight for incorporating planned response information developed with Federal, State, and local fire and law enforcement agencies into Forest and/or Interagency Communications Center Dispatch Plan. Insures that the Communications Center maintains close working relationships to provide prompt responses to requests from Law Enforcement and other resource management personnel served by the Center. Insures appropriate dispatch levels within the wildland fire and other wildland urban interface/intermix situations.
Plans, develops, implements and administers cooperative fire agreements with Federal, State, and local agencies, and private industry. Provides for coordinated assistance in emergencies, which are extensive do to the concentration of wildland fire prevention and suppression resources from these agencies in high land value areas within and adjacent to Forest programs. Identifies the need for research studies related to fire and aviation management issues.
Responsible for maintaining a well coordinated fire training program on the Forest. Aligns Forest fire training with those of cooperating entities. Observes operations at various levels to assess effectiveness and identifies further needs.
Strategizes and initiates effort to assure program continuity through recruitment, employee development and retention. Utilizes the apprenticeship and other available recruitment authorities to provide and maintain a proficient workforce capable of meeting existing and anticipated demands. Coordinates with other functional programs to provide the workforce necessary to accomplish a variety of Forest projects including recreation, facility maintenance/construction and resource related work.
Provides technical and administrative supervision to subordinates commensurate with the grade level and scope of position. Plans and directs the overall work of the unit performed through subordinate supervisors, team leaders, committee chairs or comparable similar personnel. Exercises significant responsibilities in dealing with officials of other units or organizations, and/or in advising management officials of higher rank. Provides leadership, allocates resources, and implements activities to accomplish Forest Service multicultural organization direction and Equal Opportunity and Civil Rights requirements, goals, policies, and objectives.
