General Engineers are challenged every day.They research and apply
engineering and valuation principles to complex tax issues, often
dealing with the largest corporations in America.Engineers must be
able to effectively communicate their results to taxpayers both
orally and in writing.
General engineers address issues such as:
-Allocation of purchase price or basis for land, buildings, machinery
and intangibles.
-Determination of allowable depreciation, manufacturing deduction,
research and experimental credits, energy credits, and
rehabilitation credits, as well as industry-specific capital vs.
expense issues.
-Determination of gains and losses arising from sales, exchanges,
abandonment, or casualties.
-Determination of economic viability, placed in service dates, and
othertechnical issues, including those in tax shelters and complex
international transactions.
-Valuation of stock and closely held businesses.
-Valuation of intangibles such as goodwill, going concern,
intellectual property, patents, assembled workforce, trade names,
franchises, etc.

General Engineer
QUALIFICATIONS REQUIRED:
BASIC REQUIREMENTS FOR ALL GRADE LEVELS: To be minimally
qualified, you must meet A or B, and C below.
A. Applicants must have a degree in professional engineering. To
be acceptable, the curriculum must: (1) be in a school of engineering
with at least one curriculum accredited by the Accreditation Board
for Engineering and Technology (ABET) as a professional engineering
curriculum; or (2) include differential and integral calculus and
courses (more advanced than first-year physics and chemistry) in
five of the following seven areas of engineering science or physics:
(a) statics dynamics; (b) strength of materials (stress-strain
relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics;
(e) electrical fields and circuits; (f) nature and properties of
materials (relating particle and aggregate structure to properties);
and (g) any other comparable area of fundamental engineering science
or physics, such as optics, heat transfer, soil mechanics, or
electronics.
OR
B.Combination of education and experience - college level
education and training, and/or technical experience that furnished
(1) a thorough knowledge of the physical and mathematical
sciences underlying professional engineering; and (2) a good
understanding, both theoretical and practical, of the engineering
sciences and techniques and their applications of one of the
branches of engineering.The adequacy of such background must
be demonstrated by one of the following:
1. Professional registration, as an engineer by any state, the
District of Columbia, Guam or Puerto Rico.
2. Evidence of having successfully passed the Engineering Training
examination.
3. At least 60 semester hours of specified engineering courses as
outlined above and/or related curriculum;
AND
C.One year of specialized experience equivalent to the GS-12 level
in the Federal service. SPECIALIZED EXPERIENCE is defined as
non-routine engineering work that required and was characterized
by (1) professional knowledge of engineering; (2) professional
ability to apply such knowledge to engineering problems; and
(3) positive and continuing development of professional knowledge
and ability.In addition, it must have provided it must have
provided experience using standard analytical techniques, procedures
to obtain appropriate technical and/or valuation findings. Also,
experience should include use of effective communications skills to
prepare oral and written technical/valuation findings.
General clerical/administrative experience is not qualifying.
EVALUATION OF FOREIGN EDUCATION:Qualifying education from
colleges and universities in foreign countries must be evaluated in
terms of equivalency to that acquired in U.S. colleges and
universities.Applicants educated in whole or in part in foreign
countries must submit sufficient evidence, including transcripts, to
an accredited private organization for an equivalency evaluation of
course work and degree.You must provide a copy of the letter
containing the results of the equivalency evaluation as supporting
documentation.Failure to provide such documentation when
requested will result in not being considered.
Note:If you obtained your undergraduate education from a foreign
country and then received an advanced degree from an accredited
US college or university, the undergraduate education does not have
to be evaluated.
If selected, you will be:
*Required to submit fingerprint cards as part of the pre-employment
process.
*Required to provide information to complete a thorough background
investigation.
*Subject to the requirement of the U.S. Department of the Treasury
to undergo a pre-employment income tax verification and post-
employment tax audit.
*Required to possess or obtain a valid driver's license, for

*Travel for this position is often confined to the local area.

(LMSB), you will:
-Serve as an important specialist with the tax examination program.
-Review and investigate engineering features of assigned tax cases.
-Conduct examinations of tax returns of organizations where each case
contains a number of difficult and complex valuation, legal, and tax
issues.
-Conduct field investigations of real and personal property and of
documentary and accounting records of organizations having several
operating subdivisions.
-Estimate values of real and personal property, utilizing generally
accepted appraisal principles, including market data, income, and
