09-CRM-DF-016 Program Manager QUALIFICATIONS REQUIRED: Applicants should have a minimum of 10-15 years of law enforcement experience, 5-7 years of which must have been in a supervisory, or preferably a managerial position.Individuals considered for selection and nomination as a program manager (PM), should at a minimum, possess a bachelors or advanced degree from an accredited university or college.Ideally, the candidate's degree should be in a law-enforcement-related field of study, such as criminal justice, law enforcement, police of forensic science and be supplemented by full-time work experience as a sworm law enforcement officer in a U.S. law enforcement organization, or as a member of an international law enforcement mission, such as the United Nations Civilian Police (CivPol). Consideration may also be given to those candidated who can demonstrate an equivalent level of U.S. military experience while performing law and other duties, or a combination of both civilian and military policing experience.Civilian candidates should ideally have held the rank of chief of police, deputy chief of police, commander, major, captain, or lieutenant.Candidates claiming military experience should be able to demonstrate extensive experience as a field-grade officer in a law and order assignment.All candidates should have extensive experience supervising the delivery of law enforcement services in the field of supervision of subordinate law enforcement personnel. Highest consideration will be given to those candidates who have previously successfully served as as ICITAP manager or subcontrator, or those who have held another federal position involving the delivery of international law enforcement related training and assistance. Candidates must demonstrate a thorough understanding of contemporary law enforcement organizations, particularly in the area of law enforcement administration and field operations, as well as related supervisory and management functions, to include planning, budgeting and financial oversight.Practical experience and a thorough working knowledge of change management within a law enforcement organization are essential.Familiarity is also desirable in the area of community relations and the development of problem solving and community policing.Past experience as a law enforcement trainer or police training academy commander is also beneficial. Individuals being considered for hire as a PM should possess relative experience and a thorough working knowledge of the administration, operations, and ancillary functions with a U.S. law enforcement agency at the federal, state or local level.Past law enforcement assignments and demonstrated experience and expertise within the three basic law enforcement subsystems will be considered.These work assignments and related experience will be evaluated from the below representative listing of law enforcement subsystems and individual components within the structure of a typical U.S. police force. 09-CRM-DF-016 Program Manager Additional Duty Location Info:many vacancies - Throughout The World MAJOR DUTIES: BackToTop(); In the content of law enforcement sector assistance, and as an active member of the U.S. country team, the incumbent will: Serve as the ICITAP program manager in-country and direct the delivery of all aspects of ICITAP program efforts towards establishment of organizational structures capable of supporting law enforcement functions; Manage the design, development and implementation of complex civilian police training and organizational development assistance projects overseas; Establish and maintain effective working relationships with host country law enforcement and government officials, as well as the international criminal justice sector assistance community, working with these representatives to foster the goals and objectives of the program and U.S. Embassy; Effective coordination with U.S. Embassy and other U.S. government officials, when designing, preparing and program proposals and recommendations concerning goals and objectives of the law enforcement assistance program; Identify country-specific needs, develop/write proposals, assessments, program implementation plans, budgets, and manage the development and presentation of appropriate training; Assist the host country government in the development of technical assistance programs to enhance their democratic policing reform efforts; Evaluate the ICITAP program delivery, particularly as it related to the achievement of program goals and objectives, as well as any obstacles encountered that may adversely impact the program; Assist in the planning, coordinating and implementation of assistance program for the police and other criminal justice sector justice officials; Provide technical direction to advisors and trainers assigned to the program; Report on program outcomes, indicating if technical assistance and training provided to the host nation law enforcement entities is being adoptedand institutionalized; Examine and monitor funding requirements for the ICITAP in-country program and review systems of internal control to audit finances and monitor efficiency of operations; Maintain accurate records relating to ICITAP program activities and outputs; Prepare reports and attend meetings as required by U.S. Embassy personnel in furtherance of the United States efforts of the host country; Analyze and comment on pending legislation concerning criminal law and procedures impacting on the operation of the police procedures, drawing on other DOJ experts as needed; Assistin the identification of legislative reform as it related to the police as needed, particularly with regard to human rights and human dignity issues; Supervise personnel assigned to the ICITAP program, oversee the assignment of technical advisors, create a positive work environment and develop a strong sense of teamwork; Understand and demonstrate the concept of completed staff work; and perform other duties as assigned.
