Assistant Fire Management Officer
QUALIFICATIONS REQUIRED:
ADDITIONAL REQUIREMENTS:
I have a minimum 90 days experience performing wildland fire suppression duties as a member of an organized fire suppression crew or comparable unit that utilized knowledge of fire suppression, containment or control techniques and practices under various conditions.
MINIMUM FEDERAL QUALIFICATION REQUIREMENTS:
BASIC REQUIREMENTS
A. Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor?s or higher degree with at least 24 semester/36 quarter hours in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position being filled.
OR
B. Combination of education and experience: Courses equivalent to the requirements in A above, plus appropriate experience or additional education. Education includes completion of less than a full 4-year course of study in a major field of study from an accredited college or university. Major field of study includes a combination of at least 24 semester/36 quarter hours of upper and lower division courses in biological sciences, natural resources, wildland fire management, forestry, or agriculture. Must have appropriate experience or additional education that is comparable to that normally acquired through the successful completion of a full 4-year course of study in biological sciences, agriculture, or natural resources fields.
ADDITIONAL EXPERIENCE REQUIREMENTS
In addition to meeting the basic entry qualification requirements, applicants must have one (1) year of specialized experience at least equivalent to GS-11 in reviewing and evaluating fire management plans for ecological soundness and technical adequacy; conducting field inspections before and after prescribed or wildland fires to determine if resource objectives were achieved; and developing analyses on the ecological role of fire and its use and/or exclusion, and smoke management. Additional experience includes performing professional forest or range inventory procedures (e.g., Brown's planar intercept for dead and down fuels; live fuel loading assessments); analyzing fuel loadings and determining appropriate fuel treatment methods and programming; land use planning and environmental coordination; and evaluating prescribed burn plans or fire management plans to ensure fire containment is possible and identifying appropriate suppression contingencies if containment cannot be obtained. Fire/fuels management experience includes work in operations areas such as mobilization and dispatch coordination, fire prevention and education, training, logistics, equipment development and deployment, fire communications systems, suppression and preparedness, or aviation related activities.

Develops fire management plans to achieve resource management objectives.
Performs the administrative and human resource management functions relative to the staff supervised. Plans, schedules, and assigns work to subordinates. Establishes guidelines and performance expectations for staff members; provides feedback and periodically evaluates employee performance. Provides advice, counsel, and/or instruction to staff members. Recommends or approves appointments, selections, or reassignments to positions appropriate to the selection authority delegated. Effects disciplinary measures as appropriate to the authority delegated in this area. Carries out Equal Employment Opportunity (EEO) policies and program activities.
Coordinates and directs fire prevention, detection, and suppression operations.
Develops fuel/vegetation management plans for public and private forest lands and resources consistent with multiple-use resource management objectives; sustained yield management of forest resources; and intensive management of forest resources. Plans provide for consideration of the many forest land resources, including timber, soil, land, water, wildlife, and fish habitat, minerals, forage, and outdoor recreation including wilderness. Land use plans provide strategies and analysis of the probably environmental, economic, and social effects of implementation of each plan or program.

There are conditions of employment for this position that the selectee for this position MUST meet by October 1, 2010:
1) The Qualification Requirements in the Supplemental Standards for GS-0401 Fire Management Specialist position and
2) The NWCG Incident Management Qualifications and the Additional Required Training as specified for the Forest Fire Management Officer under IFPM. Incumbent is required to complete a Health Screening Questionnaire (HSQ) and/or a physical examination prior to taking the Work Capacity Test (WCT). The Work Capacity Test (WCT) is dependent upon the NWCG/IQCS qualifications required for the position.
Transfer of station (relocation) expenses will not be paid except for current permanent career or career-conditional employees.

Based on the type of work performed, TAKING and PASSING the WCT at the ARDUOUS level is a ''condition of employment.'' The Arduous fitness (Pack) test consists of a three (3) mile hike, within forty-five (45) minutes, while carrying a forty-five (45) pound pack. The LIGHT fitness (Walk) test will consist of completing a one (1) mile hike within sixteen (16) minutes. You are strongly encouraged to consult with your physician and begin training immediately if applying for this position. FIREFIGHTER RETIREMENT COVERAGE: This is a secondary firefighter position under 5 USC 8336(c) (CSRS) and 8412(d) (FERS). Wildland firefighting experience is required. There is no age limit for entry into secondary positions. Firefighter retirement coverage of the incumbent depends upon his or her individual work history.
