JOB SUMMARY: ***ODNI is currently updating performance management practices to design, develop and implement an effective pay-for-performance process. This process will reinforce and reward excellence and equity of performance. GS positions will convert to a band structure by October 2009, with a full transition by January 2011. *** ***The announcement will be open until the position is filled. Cut off points are scheduled in 2 week increments.After each cutoff point, applications received during the previous 2 weeks will be reviewed for selection*** The Office of the Deputy Director of National Intelligence for Policy, Plans, and Requirements (DDNI/PPR) is responsible for driving vital intelligence reform by coordinating Intelligence Community (IC) wide policy and strategy; modernizing security processes; institutionalizing support to customers; strengthening foreign relationships; integrating maritime and aviation intelligence; and advancing IC education and training.It is DDNI/PPR's overriding aim to transform processes, procedures, and workforce to build a more integrated and collaborative Community, well-positioned to protect the nation. The Special Security Center (SSC) exist to assist the Director of National Intelligence (DNI) in his dual role as head of the IC and as Security Executive Agent for personnel security programs for the Federal Government, to execute his responsibility to share and protect national intelligence information throughout the IC, among government, and contractor staff, state and local officials, and foreign partners.The SSC's objective include promoting security uniformity and reciprocity in the IC and throughout the U.S. Government to facilitate the sharing of vital intelligence with all of those who need it.A primary goal is to make security among IC agencies as seamless as possible, to include reciprocal access to IC facilities, electronic information systems and databases, and government-wide mutual acceptance of security clearances and assess approvals, and to support modernization of securitybusiness practices in the U.S. Government. 20748 Security Assessment Officer QUALIFICATIONS REQUIRED: Knowledge, Skills, and Abilities:Expert knowledge of the IC, and its entities, to include their missions and interrelationships. Expert ability to plan strategically, to develop security performance metrics, analyze and assess programmatic initiatives, and report trends impacting mission objectives, to include identifying security violations and providing detailed recommendations for improvement. Excellent oral and written communication skills and demonstrate ability to conduct independent research, filter and synthesize data,and produce clear, logical, and concise products. Outstanding interpersonal skills, and the ability to negotiate, buildconsensus, and work effectively and independently in a team collaborative environment. 1. Applicants must be U.S. citizens and able to obtain a Top Secret clearance.ODNI assignments require successful completion of a counterintelligence polygraph within the last seven years. 2. Government candidates will be considered for a detail assignment. Written approval to accept a detail assignment must be obtained from the applicant?s parent organization prior to applying for a rotational position. 20748 Security Assessment Officer Additional Duty Location Info:1 vacancy - Northern Virginia, VA MAJOR DUTIES: BackToTop(); Implement and execute the day-to-day Intelligence Reform and Terrorism Prevention Act Investigative / Adjudicative time line compliance measures and facilitate IC compliance issues with security clearance personnel. Validate and ensure performance requirements goals, measures, and assessment activities are established, met, tracked, and reported. Collect, maintain and analyze IC agency information obtained in support of security clearances processing and reciprocity, to include electronic data, work products,and metrics. Liaise and collaborate with IC entities to exchange information, form recommendations, and resolve emerging security issues that affect the IC security posture. Develop and disseminate detailed site survey reports, memorandums for record, interim and final assessment reports, metrics support documentation, and other communication vehicles as a matter of record for the security assessment office. Lead and conduct SSC assessments and liaison in order to foster standardization and reciprocity throughout the IC.
