JOB SUMMARY:
The Millennium Challenge Corporation (MCC) is a new U.S. Government corporation whose mission is to provide assistance that will support economic growth and poverty reduction in carefully selected developing countries that demonstrate a commitment to just and democratic governance, economic freedom, and investments in their citizenry. MCC Is listed as one of the top ten best places to work in the Federal Government by the Office of Personnel Management?s survey. To receive assistance, eligible countries are required to enter into a public agreement (Compact) with the MCC that includes a multi-year plan for achieving shared development objectives and the responsibilities of each country in achieving those objectives, regular benchmarks to measure progress, multi-year financial plan, and a plan to ensure fiscal accountability for the use of MCA assistance. The Monitoring, Evaluation and Economic Analysis (MEEA) Group in the Department of Compact Development (DCD) works with eligible countries on analyzing constraints to economic growth, conceptualizing and assessing project proposals, and developing monitoring and evaluation plans and budgets for inclusion in a Compact.

QUALIFICATIONS REQUIRED:
KNOWLEDGE, SKILLS and ABILITIES/COMPETENCIES :
Professional knowledge of survey methods and experience with survey implementation, including sampling methods, survey design, survey fielding and survey data analysis using statistical packages such as STATA, SPSS, and/or SAS.
Professional knowledge and experience in rigorous, empirical evaluation of the impacts of programs by governments or donors including experimental design, quasi-experimental design and pre-and post evaluations.
Ability to work collaboratively and effectively within multidisciplinary teams and with domestic and international experts who represent the interests of governmental and non-governmental sectors.
MINIMUM FEDERAL QUALIFICATION REQUIREMENTS:
Pay Band 3 (equivalent to GS-14/15)
Qualifying experience for Pay Band 03 includes one year of specialized experience comparable to the pay band 3b or GS-14, which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Examples of specialized experience includes: (1) Mastery of the laws, policies, and regulations of an administrative field sufficient to apply new theories and developments to problems not susceptible to treatment by accepted methods, and make decisions or recommendations that significantly change, interpret, or develop major public policies or programs; (2) Mastery of a wide range of methods for the assessment and improvement of complex programs, processes and systems; (3) Skill in planning, organizing and implementing programs, plans, and proposals involving substantial agency resources, or that require extensive changes in established procedures.
BASIS OF RATING
Candidates who meet the basic qualification requirements for this vacancy will be rated according to Category Rating Procedures. This means that candidates will be assigned to a pre-defined quality category based on their application and veteran preference. Generally, only candidates in the top quality category will be referred to the hiring manager.
Individuals with veteran's preference will be placed ahead of other applicants within each rating category. Preference-eligible veterans who have at least a 10 percent compensable service-connected disability, and who have met the basic qualification requirements, will be placed ahead of other applicants in the highest category for all but professional and scientific positions at the GS-09 or equivalent and above. For this type of position veterans will be placed ahead of other applicants in the category to which they are assigned based upon rating of their application.
There may be two or three quality categories: If three, they will be Highly Qualified, Well Qualified and Qualified. If two, they will be Highly Qualified and Qualified.

Analyzing the overall program logic in a Compact and the logical soundness and likely development impact of individual project proposals. Working with MCC Country Teams and MCA staff on results-focused project design, including guiding the conduct of problem tree analysis and development of objectives trees. Reviewing M&E data to ensure quality and reliability, and assuring that all projects have clear objectives, outcomes and outputs with quantitative performance benchmarks. Developing M&E plans and budgets for all Compact projects in collaboration with host country counterparts. If hired at the Director level, depending on experience, mentoring and supervising M&E staff. Identifying best practice and developments in monitoring and evaluation; following monitoring and evaluation developments and lessons learned from other compacts to inform new project development work updating MCC and country counterparts on key new findings.
Backstopping the Department s Lead Economists on conducting or reviewing constraints to growth analyses and economic rate-of-return analyses of Compact projects . Based upon reviews of the available evidence and country- or context-specific factors, provide guidance in project design process based upon the results of similar projects and evidence of what has worked in other projects. Assisting the MCC and MCA in recruitment of qualified M&E and economics staff to support the MCC Compact. Designing and overseeing implementation of surveys, analyzing and managing survey data, and conceptualizing and advising on the design of and implementation of impact evaluations.
Overseeing (i.e., serving as the Contracting Officer s Technical Representative (COTR) for) impact evaluation consultants. Facilitating results dissemination to government, stakeholders, the public, and development professionals within the US, in Compact countries, and internationally. Preparing documents for MCC Management at venues such as meetings and external events; performing other duties assigned by management. HIGHLY DESIRED: Advanced degree in economics, statistics, development, public policy, and/or related discipline. Experience in the design and execution of monitoring and impact evaluation of development investments, especially economic growth projects. For Director: Seven to ten years of experience in international economic development. For Associate Director: At least five years of experience in international economic development. Record of professional reports, papers and publications in impact evaluation or related field such as economics, statistics, or economic development or experience coordinating rigorous impact evaluations. Knowledge of foreign languages used in MCC countries especially French, Spanish, and Portuguese.

This position serves as an Associate Director or Director in the Monitoring, Evaluation and Economic Analysis Group (MEEA) within the Department of Compact Development (DCD).

This is a career ladder position. If selected at the Associate Director level, you may be promoted to pay band 3a without further competition. MCC is not making a commitment and is not obligated to provide future promotions to you if you are selected. Future promotions will be dependent on your ability to perform the duties at the higher pay band and the continuing need for an employee assigned to the higher pay band.
Employment is contingent upon satisfactory completion of a background investigation, granting of a federal security clearance, and ability to pass a drug test.
