MCC-09-0032 Director, Fiscal Accountability QUALIFICATIONS REQUIRED: KNOWLEDGE, SKILLS and ABILITIES/COMPETENCIES : Demonstrated ability to work collaboratively and effectively in multidisciplinary teams, and with staff of other USG, counterpart country institutions, multi-lateral development banks, and/or other international donor organizations and stakeholders. Experience living and/or working in developing countries. HIGHLY DESIRABLE: An advanced degree in Finance, Accounting, or Business Administration. Relevant professional designations or certifications such as CPA, CFE, PMP, etc. Working knowledge of the languares used in eligible countries, especially French, Spanish and/or Portugese. MINIMUM FEDERAL QUALIFICATION REQUIREMENTS: Qualifying experience for Pay Band 03 includes one year of specialized experience comparable to the GS-13 or an equivalent level, which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Evaluating any grant proposal or project components that involve the improvement and reform of government financial management systems. Where necessary, assisting eligible countries in developing alternative financial management systems. Supporting the eligible country s implementation entity (the Accountable Entity) in establishing the financial management structure needed to implement the compact.
