QUALIFICATIONS REQUIRED:
KNOWLEDGE, SKILLS, AND ABILITIES:
Knowledge of the concepts, principles, and regulations related to Human Resources Programs such as classification, performance management, workforce planning, staffing and recruitment.
Ability to meet and deal with others
Ability to analyze Human Resources issues and problems.
Ability to communicate in writing.
MINIMUM FEDERAL QUALIFICATION REQUIREMENTS:
Qualifying experience for the GS-12 level includes one year of specialized experience at least equivalent to the GS-11 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.

The position is a Human Resources Liaison (HRL). HRL positions are located at Forest Service units across the country. Specific duty locations are listed below. Availability of government housing and federal day care facilities will vary by location; as will salary rates. See the OPM website at www.opm.gov for information on salary rates.
To receive consideration for this position, you must meet all qualification and eligibility requirements as of the date a certificate of eligibles is issued. The first certificate of eligibles will be issue to the hiring unit no sooner than 28 calendar days after the opening date of the announcement. Additional lists will be issued upon request from a hiring official.
Applications submitted through the on-line application process must be received by 11:59 p.m. eastern time the day before a certificate of eligibles is issued, in order to be considered for that certificate. A scannable bubbledot application package submitted by mail must be received at the time a certificate of eligibles is issued.
