JOB SUMMARY:
The Civil Liberties and Privacy Office (CLPO) has a responsibility to ensure the protection of civil liberties and privacy is appropriately incorporated in policies and procedures developed for and implemented by the Office of the Director of National Intelligence (ODNI) and elements of the Intelligence Community (IC) within the National Intelligence Program (NIP).The CLPO's approach for achieving this goal is to work through the IC's civil liberties protection infrastructure and recommend improvements where needed to ensure privacy and civil liberties issues are identified and addressed as early as feasible, and that safeguards are formulated and implemented to protect privacy and civil liberties.

Assistant Civil Liberties Protection Officer
QUALIFICATIONS REQUIRED:
Knowledge, Skills, and Abilities Required:
- Extensive knowledge of federal privacy and civil liberties statutes, regulations, guidelines, policies, and procedures.
- Excellent knowledge of the IC, law enforcement, and counterterrorism information sharing and privacy issues.
- Demonstrated knowledge of international, state, and local privacy and civil liberties issues, including the ability to analyze information and database technologies that may implicate privacy protections.
- Expert knowledge and familiarity with research methodologies and legal practices to conduct research, interpret laws, regulations and polices, analyze issues, and draft findings, assessments, and make recommendations.
- Outstanding interpersonal and organizational skills and demonstrated ability to work effectively, independently, in a team or collaborative environment, and mange competing priorities.
- Excellent oral and written communication skills, including the ability to clearly convey complex information and ideas to all levels of management.
Applicants must be U.S. citizens and able to obtain a Top Secret clearance.ODNI assignments require successful completion of a counterintelligence polygraph within the last seven years.

MAJOR DUTIES:

- Oversee the development and implementation of changes to policies, procedures, and standards to protect privacy and civil liberties.
- Examine, analyze, identify, and address privacy and civil liberties issues regarding ODNI and IC policies, programs, and activities.
- Conduct privacy and civil liberties assessments and provide substantive advice and structured recommendations or policies, procedures, and standards of operations.
- Establish controls, provide oversight, and monitor initiatives to ensure the use of technologies sustain privacy protections relating to the use, collection, and disclosure of personal information.
- Collaborate and liaise with the Civil Liberties Protection Officer, senior ODNI officials, and other key stakeholders to ensure a comprehensive awareness of status and/or changes to policies, procedures, and standards to protect privacy and civil liberties.
- Evaluate process and procedures to ensure personal information contained in a Privacy Act system of records is handled in full compliance with fair information practices.
- Represent CLPO at meeting, conferences, and other public fora to exchange knowledge and encourage collaboration regarding civil liberties and privacy issues.
Government candidates will be considered for a reimbursable detail assignment. Written approval to accept a detail assignment must be obtained from the applicant?s parent organization prior to applying for a rotational position.
