JOB SUMMARY:

The Office of the Chief Financial Officer (CFO) leads the development, negotiation, and presentation of the National Intelligence Program (NIP) budget to the President and the Congress. The CFO's five main responsibilities include resource management (budget analysis, formulation, justification, and execution), program assessment and evaluation, performance planning and evaluation, cost analysis, and financial management improvement
Within the Office of the Chief Financial Officer, the Program Assessment and Evaluation Office (PAEO) conducts analysis and provides guidance and recommendations to ensure that National Intelligence Program investments are realistic, executable, coordinated and aligned to the DNI's strategy. The Program Analysis Group provides analytical assessments of NIP plans, programs, and budgets; identifies disconnects among program proposals, performance plans, and DNI strategies; provides cross-program assessments of the NIP intelligence disciplines; and makes investment recommendations to the DNI/CFO.
**ODNI is currently updating performance management practices to design, develop and implement an effective pay-for-performance process. This process will reinforce and reward excellence and equity of performance. GS positions will convert to a band structure by October 2009, with a full transition by January 2011. **

QUALIFICATIONS REQUIRED:
Knowledge, Skills, and Abilities Required:Knowledge of and experience with budgetary and financial management principles and techniques related to long range planning of programs and objectives
Ability to apply fact-finding and investigative techniques to gather required information and the ability to convince senior leadership of the validity of recommended solutions
Ability to apply analytic, diagnostic, and qualitative techniques sufficient to identify, evaluate, and recommend appropriate solutions to resolve complex, interrelated program and budgetary problems and issues
Excellent oral and written communication skills and demonstrated ability to conduct independent research, filter and synthesize data, and produce clear, logical, and concise products
Outstanding interpersonal skills and the ability to negotiate, build consensus, and work effectively and independently in a team or collaborative environment
Knowledge, Skills, and Abilities Desired:
Knowledge of and experience with budget formulation, programming, and budget execution processes
knowledge of the IC and its components, missions, and interrelationships
Government candidates will be considered for a detail assignment. Written approval to accept a detail assignment must be obtained from the applicant?s parent organization prior to applying for a rotational position.
Applicants must be U.S. citizens and able to obtain a Top Secret clearance.ODNI assignments require successful completion of a counterintelligence polygraph within the last seven years.

MAJOR DUTIES:

Research and identify key intelligence program and budget issues, evaluate program alternatives, and develop innovative proposals for decision by ODNI senior management
Plan, design, and lead comprehensive analytic and evaluative studies and reviews of cross-cutting Intelligence Community (IC) issues
Lead detailed analysis of complex issues to determine proper resource utilization, efficiency, productivity, and cost effectiveness
Apply knowledge of a broad range of analytical and statistical methods and techniques to assess program effectiveness
Determine relevance of source material, establish procedures, obtain and analyze data, and draw conclusions that lead to recommended solutions
Present study findings, conclusions, options, and recommendations to ODNI senior management
Analyze agency budget and program submissions and provide recommendations to the CFO and DNI
Develop background papers, talking points, resource issue papers, and other analytic products applying considerable subject matter knowledge to support IV senior leadership in making informed programmatic decisions
