JOB SUMMARY: *** This announcement will be open until the position is filled. Cut off points are scheduled in 30-day increments from the open date. After each cutoff point, applications received during the previous 30 days will be reviewed for selection. *** The Civil Liberties and Privacy Office (CLPO) has a responsibility to ensure the protection of civil liberties and privacy is appropriately incorporated in policies and procedures developed for and implemented by the Office of the Director of National Intelligence (ODNI) and elements of the Intelligence Community (IC) within the National Intelligence Program (NIP). The CLPO's approach for achieving this goal is to work through the IC's civil liberties protection infrastructure and recommend improvements where needed to ensure privacy and civil liberties issues are identified and addressed as early as feasible, and that safeguards are formulated and implemented to protect privacy and civil liberties. **ODNI is currently updating performance management practices to design, develop and implement an effective pay-for-performance process. This process will reinforce and reward excellence and equity of performance. 22360 Privacy Advisor QUALIFICATIONS REQUIRED: Knowledge, Skills, and Abilities Required:Formal legal training obtained through any combination of the following:paralegal studies, a Doctorate of Jurisprudence, Master of Law, Master of Comparative Law, Master of Comparative Jurisprudence, Master of Legal Institutions, or a Doctorate of Juridical Science Extensive knowledge of privacy statutes, regulations, guidelines, policies, and procedures Working knowledge of the IC, law enforcement, and counterterrorism information sharing and privacy issues Demonstrated knowledge of international, state, and local privacy issues, including the ability to analyze information and database technologies that may implicate privacy protections Proven knowledge of research methodologies and legal practices to conduct research, interpret laws, regulations and policies, analyze issues, and draft findings, assessments, and make recommendations Excellent organizational and interpersonal skills, including the ability to manage competing priorities Excellent oral and written communication skills, including the ability to clearly convey complex information and ideas to all levels of management Applicants must be U.S. citizens and able to obtain a Top Secret clearance.ODNI assignments require successful completion of a counterintelligence polygraph within the last seven years. 22360 Privacy Advisor Additional Duty Location Info:1 vacancy - Northern Virginia, VA MAJOR DUTIES: BackToTop(); Identify and address privacy issues and changes impacting ODNI and IC policies, programs, and activities. Conduct privacy assessments and provide structured recommendations for policies, procedures, and standards of operations Develop, draft, and implement changes in accordance with the National Intelligence Program (NIP) to policies, procedures, and standards to ensure the privacy protection Oversee compliance with legal and policy requirements relating to privacy issues Review and assess complaints of possible abuses of privacy regarding the administration of ODNI programs and operations, investigate any such complaints or information, and formulate strategies to address complaints Collaborate and liaise with the Civil Liberties Protection Officer, senior ODNI officials, and other key stakeholders to ensure a comprehensive awareness of status and/or changes to policies, procedures, and standards to protect privacy Evaluate process and procedures to ensure personal information contained in a Privacy Act system of records is handled in full compliance with fair information practices Establish advocacy initiatives to stay abreast of current policies, strategic planning initiatives and privacy protection legislation Represent CLPO at meeting, conferences, and other public fora to exchange knowledge and encourage collaboration regarding privacy issues Government candidates will be considered for a detail assignment.
