DEU-TM-09-036 Accounting Policy Advisor QUALIFICATIONS REQUIRED: A.Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours or credit in business law. OR B.Combination of education and experience--at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: 1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. (This includes up to 6 hours of business law); 2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or 3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which in normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. and Position requires one year of specialized experience equivalent to the next lower pay band, NB-V. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Examples of qualifying specialized experience include: experience that reflects a knowledge of accounting theories, practices, methods, and techniques; skill in analyzing accounting systems or modifying and adapting conventional accounting and analytical techniques to solve a variety of accounting problems. Current OCC employees must have a performance rating of at least Level 3 overall and for all critical performance elements to be eligible for promotion. DEU-TM-09-036 Accounting Policy Advisor Additional Duty Location Info:1 vacancy - New York City, NY MAJOR DUTIES: BackToTop(); Researches and responds to accounting questions submitted by OCC personnel, bankers, public accountants and other regulatory agencies.Provides on-site assistance on bank examinations requiring accounting expertise.Handles routine accounting and fundamental reporting questions directly, and consults with senior staff on precedent setting issues or formal accounting opinions. Researches and assists in formulating accounting policy and reporting standards for national banks.Recommends policy revisions and coordinates policy development with representatives of other regulatory agencies as appropriate.Prepares banking issuances/advisories on accounting issues. Monitors and interprets the effects of industry developments and emerging accounting issues and their impact on the supervision of national banks. Understands and interprets generally accepted accounting principles. Analyzes specific bank accounting practices for compliance with GAAP and applicable regulatory requirements. Counsels OCC senior management and staff, and senior management of national banks on accounting practices and issues. Designs and implements programs to help ensure OCC District personnel are educated on new accounting standards and changes in regulatory policies. Develops and builds strong working relations with the District Senior Management and field examiners. Conducts presentations on accounting issues at field and district offices. Ensures recent policy decisions are communicated and that accounting policy is employed consistently throughout the agency. Represents the Chief Accountant's Office in various conferences with OCC personnel, bankers, public accountants, and attorneys.Serves as a speaker or a conference leader at industry conferences. Plans and conducts meetings with public accounting firms and banking organizations to exchange information and discuss emerging accounting issues. Assists in the development and implementation of OCC training programs relative to bank accounting issues. Participates on OCC task forces and group projects that analyze major issues affecting the banking industry and recommends policy options.
