22355 Assistant Civil Liberties Protection Officer (ACLPO) QUALIFICATIONS REQUIRED: Knowledge, Skills, and Abilities:Formal legal training obtained through in any combination of the following paralegal studies, a Doctorate of Jurisprudence, Master of Law, Master of Comparative Law, Master of Comparative Jurisprudence, Master of Legal Institutions, or a Doctorate of Juridical Science. Extensive knowledgeof federal privacy and civil liberties statutes, regulations, guidelines, policies,and procedures. Excellent knowledge of the IC, law enforcement,and counterterrorism information sharing and privacy issues. Demonstrated knowledge of international, state and local privacy and civil liberties issues, including the ability to analyze information and database technologies that may indicate privacy protections. Expert knowledge and familiarity with research methodologies and legal practices to conduct research, interpret laws, regulations and policies, analyze issues,and draft findings, assessments, and make recommendations. Outstanding interpersonal and organizational skills and demonstrated ability to workeffectively, independently, in a team or collaborative environment, and manager competing priorities. Excellent oral and written communication skills, including the ability to clearly convey comply information and ideas to all levels of management 1. Applicants must be U.S. citizens and able to obtain a Top Secret clearance.ODNI assignments require successful completion of a counterintelligence polygraph within the last seven years. 2. Government candidates will be considered for a detail assignment. Written approval to accept a detail assignment must be obtained from the applicant?s parent organization prior to applying for a rotational position. You must be a U.S. citizen to qualify for this position. You will need to successfully complete a background security investigation before you can be appointed into this position. 22355 Assistant Civil Liberties Protection Officer (ACLPO) Additional Duty Location Info:1 vacancy - Northern Virginia, VA MAJOR DUTIES: BackToTop(); Major Duties and ResponsibilitiesOversee the development and complementation of changes to policies, procedures, and standards to protect privacy and civil liberties. Examine , analyze, identify, and address privacy and civil liberties issues regarding ODNI and IC policies, programs, and activities. Conduct privacy and civil liberties assessments and provide substantive advice and structured recommendations or policies, procedures, and standards of operations. Establish controls, provide oversight, and monitor initiatives to ensure the use of technologies sustain privacy protections relating to the use, collection, and disclosure of personal information. Collaborate and liaise with the Civil Liberties Protection Officer, senior ODNI officials,and other key stakeholders to ensure a comprehensive awareness of status and /or changes to policies, procedures, and standards to protect privacy and civil liberties. Evaluate process and procedures to ensure personnelinformation contained in a Privacy Act system of records is handled in full compliance with fair information practices. Represent CLPO at meeting, conference,and other public fora to exchange knowledge and encourage collaboration regarding civil liberties and privacy issues.
