Mission of the Organization
The Office of the Deputy Director of National Intelligence for Policy, Plans, and Requirements (DDNI/PPR) is responsible for driving vital intelligence reform by coordination Intelligence Community (IC) - wide policy and strategy; modernizing security processes; institutionalizing support to customers; strengthening foreign relationships; integrating maritime and aviation intelligence; and advancing IC education and training.DDNI/PPR's overriding aim to transform processes, procedures, and workforce to build a more integrated and collaborative Community, well-positioned to protect the nation.
The Special Security Center (SSC) exists to assist the Director of National Intelligence (DNI), in the dual role as head of the IC and as Security Executive Agent for U.S Government (USG) security clearance programs pursuant to Executive Order 13469.SSC assist in the execution of DNI responsibility to share and protect national intelligence throughout the USG, the IC, U.S. contractors, state and local officials, and with foreign partners.The SSC's objective include promoting security uniformity and reciprocity in the IC and the USG to facilitate the sharing of vital intelligence with, and to make security among IC agencies as seamless as possible, to include reciprocal access to IC facilities and electronic information systems and databases.SSC drives efforts to achieve government -wide improvements to clearances process timeliness and effectiveness, reciprocal recognition of security clearances and access approvals, and to modernize security business practices in the USG.SSC hosts a joint program management activity, 'Joint team', to develop and implement reforms across the Executive Branch, to include the IC.Joint team reform efforts are responsive to the direction of the Suitability and Security ClearancePerformance Accountability Council, established pursuant to Executive Order 13467.

Senior Security Policy Officer
QUALIFICATIONS REQUIRED:
Knowledge , Skills and Abilities Required:Extensive expertise in security policy development and execution.
Excellent leadership skill, including the ability to effectively build coalitions among IC elements to achieve common goals.
Demonstrate ability to understand complex intelligence programs, operations, security issues, and report on security performance issues.
Expert oral and written communication skills, including the ability to clearly convey complex information to all levels of management.
Outstanding analytical and critical thinking skills, including the ability to think strategically , understand complex intelligence programs, operations, security issues, and assist in the development of policies for national-level decisions makers.
**ODNI is currently updating performance management practices to design, develop and implement an effective pay-for-performance process. This process will reinforce and reward excellence and equity of performance. GS positions will convert to a band structure by October 2009, with a full transition by January 2011. **
1. Applicants must be U.S. citizens and able to obtain a Top Secret clearance.ODNI assignments require successful completion of a counterintelligence polygraph within the last seven years.
2. Government candidates will be considered for a detail assignment. Written approval to accept a detail assignment must be obtained from the applicant?s parent organization prior to applying for a rotational position.
You must be a U.S. citizen to qualify for this position.
You will need to successfully complete a background security investigation before you can be appointed into this position.

Senior Security Policy Officer

MAJOR DUTIES:

Major Duties and Responsibilities:Direct, develop and oversee security Intelligence Community Directives (ICD), policies, guidelines and procedures to support the Office of the Director of National Intelligence (ODNI) and the IC agencies.
Manage and oversee the coordination and interpretation of security policy and other policy related issues for the protection of national intelligence and intelligence sources and methods.
Proactively manage, and administer innovative security methodologies and policy-based solutions to augment operational integration across the IC.
Oversee the preparation and coordination of security assessments, performance metrics, and other communications vehicles for Executive and Congressional-leval reports and queries.
Represent the SSC to ODNI officials to ensure security policy integration with other ODNI components as required.
Collaborate and liaise with SSC officials and other major stakeholders as necessary in interagency expert working groups, conference, and other public fora to support security policy development.
Provide strategic direction, leadership, and security policy expertise for the execution of the security directives issued by the DNI as Security Executive Agent.
