The International Criminal Investigative Training Assistance Program (ICITAP) is a law enforcement development organization whose mission is to work with foreign governments to develop effective, professional, and transparent law enforcement capacity that protects human rights, combats corruption, and reduces the threat of trans national crime and terrorism, in support of foreign policy and national security objectives. This position is under Schedule A excepted service.Appointees do no acquire federal status through this appointment.Basic federal employee benefits remain the same as competitive federal position. This is a time-limited appointment not to exceed two years which may be extended in one-year increments as program needs continue.Conditions for continued employment under this authority include acceptable performance and availability of funds. 09-CRM-DF-036 Assistant Program Manager QUALIFICATIONS REQUIRED: At the GS-14 level:Qualifying experience for the GS-14 level includes one year of specialized experience at least equivalent to the GS-13 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized Experience:Extensive experience as a law enforcement officer and must be fully acquainted with law enforcement operations, techniques, and practices, as well as with the design and delivery of training activities.Incumbent must be able to demonstrate planning and management experience and be familiar with management practices, such as budgeting, operations, and deployment.Incumbent should have good communication skills.In addition, incumbent must have broad understanding and experience with foreign law enforcement institutions and should have extensive experience working in a developing country. You must be a U.S. citizen to qualify for this position. 09-CRM-DF-036 Assistant Program Manager Additional Duty Location Info:Many vacancies - Throughout The World MAJOR DUTIES: BackToTop(); The incumbent of this position serves as the ICITAP Assistant Program Manager in-country and assists the Program Manager in directing and supervising an office staff in the delivery of all aspects of ICITAP program efforts towards establishment of organizational structures capable of supporting law enforcement functions. Assists in design, development and implementation of complex civilian police and investigator training and organizational development assistance projects overseas. Assists in the establishment and maintenance of effective working relationships with host country law enforcement and government officials, as well as the international criminal justice sector assistance community, working with these representatives to foster the goals and objectives of the program and U.S. embassy. Assists the program manager in the effective coordination with the U.S. embassy and other government officials, when designing and preparing program proposals to meet the goals and objectives of the law enforcement assistance program. Assists in the identification of country-specific needs, develops/writes proposals, assessment, program implementation plans, financial funds management, budgets, and manages the development and presentation of appropriate training. Assists the host country government in the development of technical assistance programs to enhance their democratic policing reform efforts. Evaluates ICITAP program delivery, particularly as it relates to the achievement of program goals and objectives, as well as any obstacles encountered that may adversely impact the program. Assists in the planning, coordinating and implementation of assistance programs for the police and other criminal justice sector justice officials. Provides technical direction to advisors and trainers assigned to the program. Reports on program outcomes, indicating if technical assistance and training provided to the host nation law enforcement entities is being adopted and institutionalized. Examines and monitors funding requirements for the ICITAP in-country program and reviews systems of internal control to audit finances and monitors efficiency of operations. Performs other duties as assigned.
