MCC-09-0091 Associate Director / Director (Infrastructure) QUALIFICATIONS REQUIRED: KNOWLEDGE, SKILLS and ABILITIES/COMPETENCIES : Ability to work effectively as a member of a team with staff from other international, USG, and host country institutions, and leadership experience within such teams. Ability to brief high-level U.S. and foreign government officials on critical technical matters and to explain complex issues clearly and concisely. Ability to provide advice and guidance on infrastructure issues affiliated with long-term international development programs. Demonstrated ability to develop terms of reference for engineering feasibility studies and final design work, and oversight of consultants executing such work. Hands-on experience in construction management, preferably in a developing country environment. Ability to work independently and to assume new and increasingly challenging tasks. MINIMUM FEDERAL QUALIFICATION REQUIREMENTS: Pay Band 3 (equivalent to GS-14/15) Applicants must have had one (1) year of specialized experience equivalent to at least pay band 4 or GS-13, which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. MCC-09-0091 Associate Director / Director (Infrastructure) Additional Duty Location Info:1 vacancy - Washington, DC MAJOR DUTIES: BackToTop(); DUTIES: Performs a variety of technical and project management assignments related to the development of projects within a Compact in the areas of infrastructure design; engineering; financial analysis on the proposed projects; cost estimation of civil works, equipment and goods; aspects of procurement of works; durability of proposed infrastructure; and sustainability, including institutional development, regulation, environmental and financial sustainability activities. Works simultaneously as the lead specialist on several countries and on several projects within various subsectors, including but not limited to transport, water supply, large scale irrigation, power, industrial facilities; and serves as a backup to other Infrastructure Directors or Associate Directors in headquarters on projects in other Compact eligible countries. Makes assessment on: (i) feasibility of proposed projects; (ii) appropriateness of design; (iii) engineering standards to be adopted; (iv) technical and engineering alternatives; (v) project cost estimates and methodology adopted for cost estimation; (vi) compliance with MCC s technical standards requirements; (vii) project preparation requirements; (viii) implementability; (ix) project risks; (x) financial impact; (xi) institutional aspects, including operations and maintenance; (xii) other sustainability issues, such as regulatory framework; and (xiii) and sector policy issues relating to the performance of the proposed projects. Drafts infrastructure sections of corporate documents such as Concept Paper Assessment Memorandum, Investment Memorandum and Compact. Develops comprehensive reports and a wide range of other written materials (e.g., terms of reference, independent government cost estimates and other procurement documentation, including evaluations and management of contractor billings, etc.). Coordinates and/or provides recommendations on Congressional notifications and responses, internal Compact progress reports, audit requests, and other relevant documents. May be required to participate on Technical Evaluation Panels in specific areas of expertise during procurement processes. Consults with all levels of management, other federal agencies, and international development stakeholders. The incumbent will serve as an Associate Director or Director (depending on experience) for Infrastructure, works with guidance from the department?s Senior Director for Infrastructure, and reports to the Managing Director for Technical Assessments.
