This position is assigned to Mental Health Care Line, Tennessee Valley Healthcare System, York Campus, Murfreesboro, Tennessee.
The incumbent serves as the Mental Health Care Line (MHCL) Director for the Tennessee Valley Healthcare System (TVHS) and has final decision-making authority, responsibility and accountability on all issues affecting the MHCL.

QUALIFICATIONS REQUIRED:
Citizenship:Citizen of the United States.(Non-citizens may be appointed when no qualified citizens are available in accordance with regulations issued by the Under Secretary for Health or designee).
Licensure:Be licensed as a psychologist in any state.
Physical Standards/Requirements:See VA Handbook 5005, Part III, Chapter 2, paragraph 7, and VA Handbook 5019, Occupational Health Services. All applicants must be physically and mentally able to perform efficiently the duties of the position.
English Language Proficiency.Applicant must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407 (d).[No person will be appointed under authority of 38 U.S.C. Chapter 73 or 74, to serve in a direct patient-care capacity who is not proficient in written and spoken English].
Education: Must hold a doctoral degree in psychology from a college or university approved by the Secretary of Veterans Affairs, have completed study for such degree in a specialty area of psychology, have completed one year internship which is satisfactory to the Secretary. Approved doctoral programs are those from an accredited college or university whose curriculum in clinical psychology/counseling psychology is approved at the time of the applicant's graduation by the American Psychological Association (APA). Complete interpretations of Basic Requirements are available for review upon request. GS-14:Three years of postdoctoral experience appropriate to the specialty area of the position.For the clinical and counseling specialties, the experience must have been gained in a professional program concerned with health, rehabilitation, or vocational restoration.
Education must be accredited by an accrediting institution recognized by the U.S. Department of Education in order for it to be credited towards qualifications (particularly positions with a positive education requirement.)Applicants can verify accreditation at the following website:http://www.ed.gov/admins/finaid/accred/index.htmlAll education claimed by applicants will be verified by the appointing agency accordingly.
You must be a U.S. citizen to qualify for this position.

The incumbent has final decision-making authority, responsibility and accountability on all issues affecting the MHCL.He/She collaborates with operations and program/section managers to ensure integrated goals and priorities for the MHCL are established and met.He/She also works closely with peers in other service lines, services, and management to meet the needs of the medical center?s recognized customer groups.He/she is responsible to ensure all residency training programs mandates are met in coordination with program coordinators, internally and externally.The incumbent is knowledgeable of overall VA, VISN, and medical center goals, missions, and priorities to assure a positive impact on programs and resources.
The incumbent is ultimately responsible for overall MHCL operations currently administratively structured around a program management model and with a clinical emphasis on the Recovery Model.This responsibility includes System operations including inpatient and outpatient care, mental health services in community-based clinics, psychology services, patient/customer satisfaction, and successful attainment of TVHS, VISN and VHA performance measures, service delivery efficiency and effective resource management.
